題名 土地遠距連接、治理與都市永續性—「遠距連接(Teleconnections)」、交通與土地使用對永續都市的影響

摘要 2015年於巴黎舉行的COP 21中,為因應全球暖化議題的政策,將更著重於地方政府的行動計畫,同時間台灣國土計畫法也立法通過,因此當前擬定都市永續政策之依據、都市土地遠距連接(Teleconnections)、跨系統的Telecoupling的理論、以及於都市土地連接下交通與土地使用功能的知識有迫切需求;然而,目前相關理論與實證成果都極為稀少。本子計畫的研究目的包括:文獻回顧土地遠距連接的理論與實證成果、論證交通與土地使用於土地遠距連接主題下的理論與實證成果、文獻分析可運用的研究資料與方法、與實證分析不同空間尺度的都市遠距連接。本研究以台北都會區為研究空間核心,分析因交通設施或土地使用改變而產生的土地遠距連接,進而分析對永續都市的影響。各年期計畫內容分別為:高速鐵路對「區域間土地遠距連接」的影響、北宜高速公路對宜蘭與台北都會區永續都市發展的影響、都會捷運系統對「地區型遠距連接」的影響。主要資料來源包含工商普查資料、人口資料、高鐵問卷調查、高鐵、捷運旅次起訖營運資料、與高速公路ETC資料。分析工具包括敘述性統計、空間分析與多變量分析。預期研究成果包含:於理論面建立交通與土地使用對都市遠距連接的影響機制及實證影響分析。
One of the major goals reached at the COP 21 held in Paris 2015 to deal with global warming issues is to involve more city and regional governments to apply action plans in its territory. Almost at the time, the Taiwan National Spatial Plan Law was passed unexpectedly after some 23 years of endeavor. These two events built up the urgent needs for more understanding of urban land teleconnections (ULT) and telecoupling, which, as suggested by some research, are significant in better understanding the urban sustainability issues through modeling the network-based mechanism of causes and effects. However, at the burgeoning phase of the ULT related field, little research have been published. The purposes of this three-year proposal are to review and to compile the theories for ULT, the functions of transportation and land use in affecting ULT, and the impact mechanism of transportation and land use on ULT and urban sustainability, and to build up the mechanism and to evaluate the impacts through empirical studies. Taipei metropolitan area is taken to play the major role to empirically understanding three types of inter-city or intra-city transportation-based ULT, composed of Taiwan High Speed Rail (THSR), highway connecting Taipei and Yi-lang starting operation in 2006, and the some twenty year old Taipei mass rapid transit (MRT). The data sources required for analysis include employment and population databases, THSR passenger survey, trip origins and destinations of THSR and Taipei MRT passengers in aggregate format. The analyses involve descriptive analysis, spatial analysis and multivariate analysis.
