題名 經濟整合協定與出口:價格競爭與品質競爭

摘要 廠商異質特性與其出口行為是近年國際貿易理論的研究重心,相關研究指出廠商在生產效率與產品品質的異質特性,將導致兩種產品競爭型態-「價格競爭」與「品質競爭」。由Melitz(2003)與Baldwin and Harrigan(2011)得知,不同競爭型態的產品,顯示出其因應海外市場之核心競爭力來源的差異,亦隱含其在資源配置與研發取向上皆有所不同。過去實證文獻曾採用HS6位碼的產品分類進行分析,獲致之實證結果也支持各國在同一品項的產品核心競爭力差異的論點。近年經濟整合協定(economic integration agreements)是各國拓展其產品海外市場的一項重要貿易政策,儘管經濟整合協定的簽署必然改變原有的競爭環境,各國產品的核心競爭力來源也將反應其如何因應海外市場競爭環境的改變,然而截至目前為止,尚未有相關實證研究就各國出口品的競爭型態面向進行政策評析。本計畫將從事後(ex post)的觀點,針對此面向進行討論。具體而言,本計畫之主要研究目的有二:(1)採用Baldwin and Ito(2008)對於一國出口品競爭型態的定義,估算出產品競爭型態係屬「價格競爭」型態或「品質競爭」型態。之後據此一方法以分析1995-2012年間各國出口貿易增長在「價格競爭」型態與「品質競爭」型態的偏向趨勢。(2)運用引力模型(gravity model)探討在經濟整合協定簽署下,出口國是否會因此而朝向某一種競爭型態而呈現偏向的發展。值得一提的是,在延伸模型中本計畫將考慮不同的整合程度(例如優惠性貿易協定、自由貿易協定、與關稅同盟等)以及簽署國之間的經濟發展程度等因素(例如開發中或已開發國家),是否會使經濟整合協定具有不同的政策效果。
Firm heterogeneity and its trade pattern are the main topics of international trade recently. Heterogeneous firms relying on two dimensions, the productivity(cost efficiency)and quality ability, drives firms to choose two different reaction against the market pressure-「price competition」and「quality competition」.(Melitz, 2003; Baldwin and Harrigan, 2011)This two competition behaviors mean different competitiveness sources, and then resource allocation or the motive of innovation are all not alike. Empirical studies have verified such argument using HS 6-product trade data across countries. Recently, economic integration agreements are strategically implemented to expand overseas markets widely. Even though the enforcement of economic integration agreements will change trade costs and might make threats steeper, there are no literature discussed the validity of economic integration agreements in terms of product’s competition types. This research will concentrate this issue on the role of competition types. Specifically, this research will come to the following two objectives:(1)Use the definition of competition types based on Baldwin and Ito(2008)and classify products’ competition types by country-specific exports. This research will also analyze the time trend between two competition types across countries in the period 1995-2012.(2) Using a qravity model to investigate the validity of economic integration agreements and verify that whether economic integration agreements will influence exports expand toward which product’s competition types.
