題名 探索二十一世紀環境規劃新典範的行動研究—山地社會生態系統的動態空間治理之研究:以石門水庫集水區泰雅族部落為例

摘要 本研究基於追求原住民族發展與國土保育雙赢之目的,以石門水庫集水區之泰雅族部落群為例,探討泰雅族傳統上在不同空間尺度進行動態土地利用(跨流域遷移、流域内分區移耕、單一土地隨地形細微變化調整作物與耕作方式)之效益,以及將其結合於當代空間治理制度之方式。本研究運用民族誌研究、地景考古、空間分析、制度分析等方法,進行資料收集與分析,逐年回答以下問題:(1)族人傳統土地利用模式的效益為何?如何量化驗證?(2)族人現今土地利用模式和傳統生態知識間的關係?其土地利用適宜性為何?(3)各種現有的空間管制應如何調整?又要如何與原住民族自治的架構相銜接整合?透過以上問題之回答,本研究將提出具體之政策與制度建議。在認識論上,本研究採取民族生態學的取徑,以貼近文化脈絡的方式理解與詮釋泰雅族之土地知識,並使其與現代科學進行對話;在方法論上,本研究採取行動研究之策略,藉參與式製圖及參與式規劃為平台,鼓勵部落族人參與實地調查、知識詮釋、制度設計等過程,以促成跨文化對話及在地參與,使本研究過程即成為尋求環境規劃新典範之行動的一部份。本研究今年將進入第二年度的工作,也就是會著重於族人現今土地利用模式的調查,還有其與傳統生態知識間的關係及土地利用適宜性的分析,以期建立第三年制度分析與政策研究的基礎。
Aiming to seek for the win-win situation between indigenous development and national land conservation, this research take the Tayal communities in the watershed of Shih-Men Reservoir as an example, study the indigenous ecological knowledge of land-use, and the way to integrate it in contemporary spatial governance regime. This research adopts diverse methods (including ethnographical research, landscape archeology, spatial analysis and institutional analysis) to : 1) examine how traditional land uses benefit indigenous livelihood and soil-water conservation ; 2) explore to what extent traditional ecological knowledge are adopted in current land use models; 3) and make suggestions to the establishment of future spatial governance regime, according to the legal framework of national land planning and indigenous autonomy. Epistemologically, this research take the ethno-ecological approach to understand and interpret indigenous knowledge. Methodologically, this research is action-oriented. It applies participatory mapping and participatory planning as the platform for cross-cultural dialogue and local participation. In this way, this research make itself part of the action to seek for a new paradigm of environmental planning. This is the second year of the three years research project. The research this year will focus on the exploration of current land use models, and the analysis of both their relations with indigenous ecological knowledge and their land use suitability.
