| dc.description.abstract (摘要) | 中國大陸近年來為了因應全球氣候變遷，減少煤炭發電和碳排放，而大力推動替代性能源的開發和使用。奠基於之前國科會計畫的發現，本研究計畫將以「以環境綑綁經濟發展」的研究觀點，來檢視風電在中國大陸的發展。這觀點認為，中國大陸的經濟發展主要依賴地方政府的動力，當中央政府越來越強調環境改善的訴求，使得地方政府在發展上感受到新的政治壓力，地方政府官員通過自身角色和職能的轉化，儘量避免與中央在環境要求上的衝突，而展現出新的策略作法將二者結合，來完成政治任務且又帶動地方經濟。 但這個從水電發展出來的模式，是否合適解釋風電的發展，需要進一步檢視。我們將以風電最主要集中的省分，內蒙、河北、甘肅/山東為主要研究省分，將分三年進行。 | |
| dc.description.abstract (摘要) | China has been promoting the development of new energies, including wind power, in order to respond to the international pressure to its greenhouse gas emission and its international deterioration of environmental conditions. Based on the findings of my former NSC supported project which suggests an ‘environmentally bundled economic interest’ that finds local governments in China are responsible for local economic development and are evaluated accordingly. However, as the central state has changed to emphasized more on environmental issues in recent years, local governmental officials are able to innovatively developed new strategies to combine both environmental demands imposed from above with local economic development. Whether this perspective, which has been developed based on small hydropower sector, is needed to be empirically tested. This will be a three-year project and will use the provinces that have developed very rapidly on the wind power energy, Inner Mongolia, Hebei Gansu and Shangdong as area sites for empirical investigation and testing. | |
