| dc.description.abstract (摘要) | 近三年來，臺灣視訊媒體服務市場出現顯著變化，同時也是數位匯流真正展現出影響力的時刻。在國家通訊傳播委員會試圖將部分網路影音服務納入管制範圍的時候，突顯了不同視訊媒體在現行法下受到寬嚴不同管制的現況，也挑戰了既有以媒體類型為中心的管制架構，是否能繼續維持。本計畫擬以前瞻的視野，全面審視、比較臺灣、美國與歐盟在視訊媒體服務管制架構及管制內容上的差異，並對臺灣有關視訊媒體的法制，提出新的管制架構與具體的管制內容建議，期能真正達到通訊傳播基本法「促進通訊傳播健全發展，維護國民權利，保障消費者利益，提升多元文化」的立法目的。 | |
