摘要 本研究深入探討臺灣數位存款帳戶的發展趨勢與挑戰,旨在分析國內外數位存款帳戶的現況,並提出具體可行的未來發展建議。透過對現有文獻的回顧與現況分析,本研究歸納出臺灣在推動數位存款帳戶時所面臨的五大主要挑戰:首先是市場競爭激烈與產品同質化的風險;其次是數位金融監管開放程度仍相對偏低;再者為資訊安全、隱私保護以及洗錢等金融犯罪風險;此外,技術整合困難與內部轉型阻力亦不容忽視;最後則是使用者教育不足、使用體驗有待提升以及平台黏著度不足的問題。 為能提出更具參考價值的建議,本研究進一步透過比較分析的方式,探討了四個國家/地區共八個具代表性的數位存款帳戶個案,包括美國的 Chime 與 Varo、歐洲的 Revolut 與 N26、韓國的 Kakao Bank 與 K Bank,以及新加坡的 GXS Bank 與 Digi Bank。同時,本研究也對比了臺灣的台新銀行 Richart、永豐銀行大戶 DAWHO、第一銀行 iLeo 及兆豐銀行 MegaLite,以及三家純網銀業者樂天銀行、連線銀行 LINE Bank 及將來銀行。透過對上述個案的深入比較與分析,本研究提出了七項主要的發展建議:建議建立金融科技沙盒並動態調整相關監管標準;強化資安監管機制並推動跨部門聯防合作;推動內部資訊整合,促進組織文化與流程轉型;發展具差異化的創新產品,以打造完整的數位金融生態系;加強用戶教育並持續優化使用體驗;建立開放平台以促進國際協作與資源共享;最後,建議持續監控市場數據,建立完善的反饋與修正機制。
This study explores the development trends and challenges of digital deposit accounts in Taiwan, analyzing their current status both domestically and internationally, and subsequently proposing concrete and feasible recommendations for future development. Through a comprehensive analysis of the current landscape and a review of existing literature, this research identifies five major challenges currently faced by Taiwan in promoting digital deposit accounts. These include intense market competition and the risk of product homogenization; a relatively low degree of openness in digital financial regulation; persistent financial crime risks such as information security, privacy protection, and money laundering; difficulties in technological integration and internal transformation resistance; and insufficient user education, suboptimal user experience, and a lack of platform stickiness. To provide robust recommendations, this study conducts a comparative analysis of eight representative digital deposit account cases from four different countries/regions: Chime and Varo from the United States, Revolut and N26 from Europe, Kakao Bank and K Bank from South Korea, and GXS Bank and Digi Bank from Singapore. This analysis is further juxtaposed with a review of Taiwan's Richart by Taishin Bank, DAWHO by E.SUN Bank, iLeo by First Bank, and MegaLite by Mega Bank, alongside the three pure-play online banks: Rakuten International Commercial Bank, LINE Bank, and Next Bank. Through in-depth comparison and analysis of these cases, this research proposes seven key development recommendations. These include establishing a FinTech regulatory sandbox and dynamically adjusting relevant supervisory standards; strengthening cybersecurity regulatory mechanisms and promoting inter-departmental joint defense cooperation; fostering internal information integration to facilitate organizational culture and process transformation; developing differentiated and innovative products to build a comprehensive digital financial ecosystem; enhancing user education and optimizing user experience; establishing open platforms to facilitate international collaboration and resource sharing; and continuously monitoring market data to establish a robust feedback and correction mechanism.
