摘要 本研究旨在探討警察參與政治的現象與歷程，聚焦於現職或退休警察的參政動機、參選評估及所面臨的困境。儘管憲法保障人民的選舉權，警察因需執行勤務與職務限制，往往難以行使這項權利，研究的核心目標是分析警察在選舉中的角色與權利，並深入探討其參政過程所面臨的挑戰與困境，期望改善其參政環境與待遇。 本研究採取質性研究方法，綜合運用文獻分析法、深度訪談法與次級資料分析法，以曾參與政治的現職或退休警察為訪談對象，系統性探究警察參與政治之歷程與關鍵因素。結果顯示，警察參與選舉除了動機之外，主要關鍵因素包括制度改革、高度的公共服務意識及維護自身與同仁的權益，而警察的參政歷程可大致分為三個階段：參選前的準備、參選後階段與下次參選評估。 儘管如此，警察參政過程中仍面臨諸多困境，除了制度與法律限制外，還受到警察體制文化影響，甚至是現實考量，因此，本研究提出幾點改進建議：首先，從制度面著手，擬定合理的參選機制、並避免警職影響選舉公平性；其次，從參選準備入手，應先培養公共事務及政治素養，並善用警察身份的優勢及整合資源及策略，本研究有助於釐清警察參政的脈絡，並強化其在民主體制中的角色與貢獻，期能為未來參政之警察提供具體規劃方向與實務參考。
This study examines the political participation of police officers in Taiwan, focusing on the motivations, candidacy evaluations, and challenges experienced by both active and retired officers. Although the Constitution grants political rights, police personnel often face legal and occupational constraints that limit their ability to engage in electoral processes. Using a qualitative approach that integrates in-depth interviews, secondary data analysis, and literature review, this research identifies key drivers of participation, including institutional reform, a strong sense of public service, and efforts to protect professional rights. The participation process generally follows three stages: preparation, role transition, and post-election reassessment. Despite these efforts, police officers encounter persistent barriers stemming from legal limitations, organizational culture, and practical concerns. This study recommends reforms to candidacy procedures and emphasizes the importance of political literacy and strategic planning. The findings offer insight into the evolving role of police in democratic governance and provide guidance for future police engagement in politics.
