| dc.description.abstract (摘要) | 隨著我國社會高齡化與少子化趨勢日益加劇，對社會福利設施之需求快速攀升，尤以銀髮族服務、嬰幼兒照顧服務及身心障礙者服務等類別為最。然政府在人力與資源有限的前提下，難以單靠自身有效提供所需服務，遂透過「公辦民營」之機制，結合民間資源與專業能力以提升服務品質與公共財運用效率。臺北市政府自87年施行「臺北市市有財產委託經營管理自治條例」以來，至111年已累計辦理191件委託經營案件，其中社會局所屬之社會福利設施案件高達169件，占比近90%，顯見此類設施為市有財產活化運用之重點領域。
本研究聚焦於臺北市依該自治條例辦理之銀髮族、嬰幼兒及身心障礙者3類社會福利設施共143件委託經營案件，透過文獻回顧、深度訪談與統計建模等方法，分析影響其經營績效的主要因素，包括基本條件、環境條件、區位條件與經營者特性，並建構迴歸模型以探究各因子對營收成效之關聯性。研究亦透過實地訪談補足量化分析所無法呈現之實務脈絡，藉以驗證理論模式與實務執行間的契合度，並提出具體改善策略。
本研究成果除有助於深入理解臺北市社會福利設施委託經營制度運作機制與效益評估，亦可作為日後政府推動委託經營政策設計與個案審查之參考依據，進一步促進公私協力模式在公共設施經營上的永續發展，提升政府資產管理效率及公共服務品質。 | zh_TW |
| dc.description.abstract (摘要) | With the intensifying trends of population aging and declining birth rates in Taiwan, the demand for social welfare facilities—particularly services for the elderly, infant care, and people with disabilities—has grown rapidly. Faced with limitations in manpower and financial resources, the government has increasingly adopted public-private partnership (PPP) models, notably “government-owned, privately-operated” schemes, to improve service quality and optimize the use of public assets. Since the implementation of the Taipei Municipal Self-Governance Ordinance for Commissioned Management of Municipal Property in 1998, Taipei City has commissioned a total of 191 management cases as of 2022, of which 169 (almost 90%) pertain to social welfare facilities under the jurisdiction of the Department of Social Welfare, indicating the centrality of such facilities in the city’s public property activation efforts.
This study focuses on 143 commissioned cases categorized as elderly services, infant care, and disability services conducted under the aforementioned ordinance. Employing literature review, qualitative interviews, and empirical modeling, the research identifies key factors influencing operational performance—including basic conditions, environmental factors, locational attributes, and operator characteristics—and builds a multiple regression model to examine their relationships with revenue performance. In-depth interviews further supplement quantitative findings by capturing the practical dynamics of current operations and validating the theoretical framework.
The findings contribute to a comprehensive understanding of the operational mechanisms and performance evaluations of commissioned social welfare facilities in Taipei. The results offer actionable insights for future policy formulation, institutional design, and case assessments, supporting sustainable development of PPPs in public facility management and enhancing both asset utilization efficiency and public service quality. | en_US |
