Multi-level governance日期 2025 上傳時間 1-Sep-2025 14:34:37 (UTC+8) 摘要 隨著全球淨零排放共識的達成與國際碳關稅政策的實施,我國以出口為導向的產業部門首當其衝,尤其高雄大社工業區為高碳排石化產業聚落,長期存在環境議題,近年更面臨迫切減碳與轉型之需求。產業用地政策作為引導土地、空間使用之原則,有助於改變既有的生產活動與模式。然而,基於我國產業發展脈絡之特殊性,治理模式亦隨著國內外社會、經濟環境之變遷而有所變化,從早期由中央主導之模式,隨著民主化與環境意識興起使地方逐漸取得話語權。近年更因淨零排放趨勢對產業部門的衝擊,使治理模式可能再度發生改變。 循此背景,本研究以多層次治理為觀點,探討淨零排放下中央與地方政府在產業用地政策中的治理模式與課題。研究結果顯示,在大社工業區案例中,無論是土地使用分區的變更或產業聚落轉型的推動,具有實質影響力的主導者皆為中央產業部門。即便因應氣候變遷、淨零排放等議題時,地方政府扮演重要角色,其治理模式仍維持以中央主導的規範式治理。並存在三項治理課題:一為缺乏土地使用分區變更為乙種工業區後的具體產業轉型配套措施或政策;二為中央與地方缺乏共識,中央主張確保產業鏈穩定,地方則期望改善都市環境與調整空間結構;三為地方管理之權限與資源有限,僅能透過都市計畫相關管制介入,雖難以主動引導園區的發展方向,卻得被動干涉產業轉型之可能性。 總體而言,我國產業用地政策歷經經濟發展導向、民主化、環境意識興起,以及淨零排放等多個時代背景,雖政策目標多次轉變,然治理模式未能有效調整,在中央與地方難以形成共識且互相牽制的情況下,大社工業區無論是土地使用分區的調整或產業聚落的轉型皆受到多重掣肘,難以因應淨零排放目標。
With the rise of global net-zero emission commitments and carbon tariff mechanisms, Taiwan’s export-oriented industries face growing pressure to decarbonize. The Dashe Industrial Park in Kaohsiung, home to high-emission petrochemical clusters, illustrates these challenges, having long been at the center of environmental disputes and now requiring urgent transformation. Industrial land policy, as a tool to guide land use and spatial restructuring, is key to supporting low-carbon transitions. However, due to the context of Taiwan’s industrial development, the governance model has evolved in response to changes in both domestic and international socio-economic environments. It shifted from a centrally led model in the early stages to one where local government gradually gained more influence, driven by democratization and rising environmental awareness. In recent years, the growing pressure of the net-zero transition on the industrial sector has further challenged the existing governance model and may bring about another shift. This research adopts a multi-level governance perspective to examine how central and local governments interact under the net-zero transition, using Dashe as a case study. Findings show that the central industrial authority continues to dominate both land-use rezoning and transformation agendas, with local governments constrained by limited authority and resources. Governance remains predominantly top-down, and three core challenges are identified: lack of integrated transition policy after rezoning, divergent goals between central and local actors, and insufficient institutional space for local governments to lead transformation. The Dashe Industrial Park in Kaohsiung, home to high-emission petrochemical clusters, illustrates these challenges, having long been at the center of environmental disputes and now requiring urgent transformation. Industrial land policy, as a tool to guide land use and spatial restructuring, is key to supporting low-carbon transitions. However, due to the context of Taiwan’s industrial development, the governance model has evolved in response to changes in both domestic and international socio-economic environments. It shifted from a centrally led model in the early stages to one where local government gradually gained more influence, driven by democratization and rising environmental awareness. In recent years, the growing pressure of the net-zero transition on the industrial sector has further challenged the existing governance model and may bring about another shift. This research adopts a multi-level governance perspective to examine how central and local governments interact under the net-zero transition, using Dashe as a case study. Findings show that the central industrial authority continues to dominate both land-use rezoning and transformation agendas, with local governments constrained by limited authority and resources. Governance remains predominantly top-down, and three core challenges are identified: lack of integrated transition policy after rezoning, divergent goals between central and local actors, and insufficient institutional space for local governments to lead transformation.
