題名 Building quality in transnational higher education: a comparative analysis of institutional governance in Australia, Hong Kong, and Taiwan

摘要 This chapter examines institutional governance in transnational education (TNE) through a comparative analysis of three Asian contexts: Australia, Hong Kong, and Taiwan. Based on interviews with key stakeholders, the chapter analyses how institutions implement and manage TNE across six dimensions: institutional policies, programme design, student admission, learning assessment, supporting resources, and ongoing monitoring. Using an institutionalisation framework, the analysis reveals varying levels of TNE governance maturity across the three contexts, with Australia demonstrating comprehensive oversight, Hong Kong showing specialised regulatory mechanisms, and Taiwan exhibiting emerging governance structures. The findings highlight the critical role of institutional governance in ensuring TNE quality, particularly in contexts where external quality assurance mechanisms are limited. The chapter concludes with practical recommendations for strengthening institutional governance in TNE, providing actionable insights that emphasise the importance of strategic planning, support systems, quality integration, partnership enhancement, and learning assessment frameworks.
