題名 Building a Sociotechnical Substructure for Energy Just Transition: Bridging the Knowledge Gap and Unlocking Creative Problem-Solving Potential

摘要 This session addresses the challenges and opportunities of energy transitions through an interdisciplinary and solutions-oriented lens. Grounded in Taiwan's geological and societal context, the session explores governance mechanisms, socio-technical transitions, and regulatory frameworks essential for sustainable subsurface engineering projects. Drawing on Taiwan-France collaborative research under the Science and Cooperation Convention (STC), the session explores key challenges in geothermal energy development and carbon capture and storage (CCS), including seismic risks, resource management, public acceptance, and regulatory transparency. The discussion will emphasize the integration of technical expertise and social science perspectives to develop equitable and sustainable solutions for subsurface energy management. Participants will discuss case studies illustrating Taiwan's energy transition experience, with a focus on geothermal energy and CCS projects. Emphasis will be placed on public-private partnerships, transparent communication frameworks, and inclusive decision-making processes involving diverse stakeholders such as government, academia, NGOs, and the private sector. The session is highly interactive, with facilitated role-playing exercises in which participants take on stakeholder perspectives to navigate complex subsurface project scenarios. This format promotes empathy, highlights power dynamics, and fosters innovative, co-produced solutions. By reflecting on the Taiwanese experience, participants will gain insights into balancing technical innovation with social governance. This session aims to provide global relevance by showcasing Taiwan's lessons and inspiring solutions for equitable and sustainable energy transitions worldwide.
