題名 Empowering Local Communities for Just Energy Transition: Knowledge Co-Production Through Stakeholder Engagement

摘要 Transforming to a more sustainable and autonomous energy system, many local communities encounter various difficulties and challenges, ranging from technological innovation, institution, and governance to social engagement and acceptance. Based on an ongoing research project investigating just energy transition in Taiwan, this roundtable aims to share the current development of Taiwan’s local community energy transitions, including the indigenous area. We also intend to exchange experiences through an elaborate workshop with participants who come from various regions of the world. The change from a conventional, top-down governance mindset to a bottom-up, decentralized one is the core of the community energy transition towards sustainability; therefore, the local energy and social demands become crucial. With the phase-out of large nuclear or fossil-fueled power plants in Taiwan, some local communities and stakeholders have initiated discussions on potential, appropriate energy portfolios and infrastructure. Several communities even constructed their energy systems with local, small-scale renewables. However, these local energy transitions have been facing blocking mechanisms that impede development and require improvement. Although Taiwan’s government has taken action on renewable energy policies and developments, the related regulatory frameworks are still inappropriate and insufficient, especially for geothermal energy and decentralized electricity systems. In addition, technology innovation is essential in facilitating the development of community, autonomous energy systems, and infrastructure, including local renewables, decentralized grids, smart meters, storage facilities, and hybrid, integrated energy systems. Furthermore, data analysis on social, geographical, and environmental economics is of concern to the policy and governance of just energy transition, as they provide evidence of the existing imbalance of resource allocation that requires correction. In all, we expect to stimulate the discussion and exchange valuable experiences on local energy transitions with global insights from participants. At the same time, we hope all participants can bring back their inspiration and contribute to their local energy transitions.
