| dc.description (描述) | The ability of management of transforming inputs to outputs is not only affected by controllable inputs, also by uncontrollable operating environment variables. Hospital is a typical multi-input and multi-output industry, therefore we apply DEA (data envelopment analysis) to measure technical efficiency. Specifically, we follow the four-stage DEA by Fried et al. (1999) which allows us to estimate the impact of uncontrollable variables on the input slacks (radial and non-radial), and then recalculate pure managerial efficiency. In addition, the project calculates Malmquist productivity change and its components. The project focuses on the management performance of medical centers and regional hospitals during 1994-1999. Empirical results indicate that the operating environments do affect input slacks, and therefore affect the performance results of traditional approach. After purging away the effect of operating environments, the private sector no longer always performs significantly more efficient than the pubic ones. | - |
| dc.description.abstract (摘要) | 廠商將投入轉換為產出的能力，除受管理者在生產期間能權衡控制之投入因素影響外，亦受不可控制之營運環境(通稱外在環境)之影響。醫院是典型的多投入多產出的產業，因此本研究利用資料包絡分析(DEA)方法衡量廠商的效率，並特別依循四階段DEA模式(Fried et al., 1999) 衡量營運環境因素對投入的影響，並求出廠商的純管理效率。同時也衡量Malmquist生產力的變動及其變動原因。研究樣本為民國83-89年間台灣地區之醫學中心與區域醫院，實證結果顯示：外在環境變數的確影響投入鬆弛量，因此影響傳統生產績效的評估結果；在淨除外在環境效果後，私立醫院之純管理效率不再顯著優於公立醫院。 | - |
