摘要 本研究以2025年丹娜絲颱風重創嘉義地區太陽光電設施為個案,探討極端氣候下再生能源設施之風險管理與保險制度挑戰,並從核保、理賠與再保三層面檢視制度缺口。研究發現,現行制度缺乏專屬核保模型,損害鑑定與責任認定機制不完備,再保容量有限且成本偏高,致使費率與風險不符並增加理賠爭議。 基於分析結果,本研究提出五項政策建議:建立專屬保險制度與條款、建構跨部門推動機制、設置氣候再保基金與巨災準備、推動資料共享與科技化監測,以及強化專業培訓。研究認為,完善之制度架構可降低企業財務不確定性並提升社會抗災韌性,促使保險成為永續轉型的重要推力。
This study uses the case of Typhoon Danas, which severely damaged solar photovoltaic installations in Chiayi, Taiwan, in July 2025, to examine the risk management and insurance challenges of renewable energy facilities under extreme climate events. Gaps in the current system are analyzed from three perspectives: underwriting, claims handling, and reinsurance structure. The results show that insurers lack dedicated underwriting models, that mechanisms for damage assessment and liability determination remain insufficient, and that reinsurance capacity is limited and costly. These deficiencies lead to a mismatch between premiums and actual risk exposure and increase claims disputes. Based on these findings, the study proposes five policy recommendations: establishing a dedicated renewable-energy insurance framework and policy clauses, developing a cross-agency mechanism for climate-risk insurance, creating a climate reinsurance fund and catastrophe reserves, promoting data sharing and technology-based monitoring, and strengthening professional training. The study concludes that a system featuring accurate underwriting, transparent claims processes, and robust reinsurance arrangements can reduce financial uncertainty for enterprises and enhance societal resilience, positioning insurance as an important driver of sustainable transition.
