Emotional Labor日期 2026 上傳時間 2-Mar-2026 11:22:02 (UTC+8) 摘要 隨著臺海衝突日益加劇及現代戰爭型態轉變,國軍雖不斷推動戰術革新及整軍備戰,然而治理邏輯卻逐漸受管理本位主義主導,衍生出以量化績效與零風險為核心的訓練治理模式。此種治理模式導致訓練目標異化,透過繁瑣行政程序與標準僵化,嚴重抑制基層軍官自我效能與訓練績效的長期成長。本研究以某部隊基層軍官為研究對象,採用質性與量化並行的混合研究法設計。首先透過對資深專家的深度訪談歸納出關鍵議題,隨後針對 114 位基層軍官進行問卷調查,並運用統計分析檢視不同背景變項之差異情形。研究結果發現,行政庶務嚴重排擠專業訓練時間且隨年資加劇,加上決策層級的非專業領導現象,導致軍官雖能執行既定程序,卻缺乏應對高度不確定戰場之自我效能;並據此配合 SWOT 分析,建議國軍應善用外部威脅之改革契機,推動行政減量以釋放專業精進時間,落實專業導向任用,並將訓練重心轉向跨領域判斷能力之養成,以達成訓練績效之實質轉型。
With the intensifying cross-strait conflict and shifting paradigms of modern warfare, the ROC Armed Forces have continuously advanced tactical innovations and combat readiness. However, governance logic has increasingly become dominated by "Managerialism," resulting in a training governance mode centered on quantitative performance and zero-risk management. This mode leads to the alienation of training goals, severely suppressing the long-term growth of junior officers' self-efficacy and training performance through burdensome administrative procedures and rigid standardization. Adopting the Air Force Air Defense Missile Command junior officers as the study subject, this research utilizes a Mixed-Methods Design. First, key issues were summarized through in-depth interviews with senior experts, followed by a questionnaire survey of 114 junior officers, using statistical analysis to examine differences across background variables. The findings reveal that administrative duties severely crowd out time for professional training, with interference intensifying with seniority. Furthermore, "non-professional leadership" at decision-making levels results in officers who, while proficient in executing standard procedures, lack the self-efficacy to cope with highly uncertain battlefield scenarios.
