Cluster Mapping of Financial Industry in Taiwan

摘要 台灣的經濟成長太過仰賴製造。與瑞典工業和服務業佔GDP 比之25.99% 與72.63%相較,台灣2015 的比率為35.4%與62.8%。也就是台灣若要如瑞典成為創新驅動的經濟體,可能服務業必須多貢獻10% GDP。在服務業中,金融業為關鍵產業因其為經濟成長的支柱,又在行動網路的世代金融科技益形重要。台灣金融產業面對快速變動的環境,傳統的經營模式已不見得適用。本專案將運用Michael Porter 的競爭關鍵架構、鑽石模型與群聚掃描工具,檢視金融業投入到產出過程中相關的產業與網絡。競爭關鍵架構說明了稟賦,如天然資源等為繁榮的基礎,然而真正的繁榮是運用這些稟賦的生產力。宏觀經濟優勢,含政策、社會結構、與政治組織雖然重要,仍不足以創造國家競爭力。生產力來自微觀的能力與在地競爭的複雜度。三項微觀經濟競爭力為國家商業環境的品質、公司作業與策略的複雜度、與群聚發展樣態。鑽石模型包含四個面向:要素(投入)情況、公司策略與對抗者的情境、相關的支援產業、與需求(產出)情況。群聚描繪的目的在於辨識群聚中相關的組織,畫出組織間雙向與三向的互動、不在其中或發展不好的組織。群聚可以增加生產力與作業效率,而且方便組織間的合作與交易等。再者,近距離的競爭者可以刺激策略多元化。群聚也可刺激創新,因為密度會讓創新機會顯現,(例如服務新組合、運用在地資源容易進行實驗等)。群聚間的合作會帶來益處,然而必須刻意的集體行動,這也說明了群聚描繪的價值。在台灣,群聚描繪曾用於區域與城市,然而台灣必須進行個別產業的群聚描繪以提供針對性的建議。期待本專案能對挑戰性逐漸增高的台灣金融業有所啟發。
Taiwan relies too much on production for economic growth. Comparing with the GDP distribution across sectors in Sweden of 25.99% from industry and 72.63% from service sector, Taiwan’s distribution is 35.4% and 62.8% in 2015, respectively. That is, to become an innovation driven economy like Sweden, Taiwan may need to increase around 10% GDP from service sectors. Among service sectors, financial service is very critical as it is the backbone of economic development. Besides, financial technology becomes more and more important in nowadays mobile internet era. Due to the rapidly changing environment financial industry is facing, traditional financial services model in Taiwan may not fit. For a comprehensive investigation of relevant input-output industries and networks, this project will utilize Michael Porter’s determinants of competitiveness framework, diamond model and cluster mapping tool to draw a cluster map for the financial industry in Taiwan. The determinants of competitiveness framework explains that endowments, such as natural resources, geographical location, population, and land area are the foundation for prosperity, but true prosperity arises from productivity in the use of endowments. Although macroeconomic competitiveness, containing macroeconomic policies, social infrastructure and political institutions are important, they are not sufficient to create national competitiveness. Productivity ultimately depends on improving the microeconomic capability of the economy and the sophistication of local competition. The three determinants of microeconomic competitiveness include quality of the national business environment, sophistication of company operations and strategy, and state of cluster development. Porter’s Diamond model contains four key elements – factor (input) conditions, context for firm strategy and rivalry, related and supporting industry, and the demand (output) conditions. Successful transformation from input to output relies on cluster development. The main purposes of a Cluster Map are to identify relevant institutions involved in the cluster, chart which entities interact and transact with each other, and reveal those entities that are missing or poorly developed. Clusters can increase productivity and operational efficiency, because they allow efficient access to specialized inputs, services, employees, information, institutions, training programs, and local outsourcing. In addition, they provide easy coordination and transactions across firms, rapid diffusion of best practices, ongoing visible performance comparisons, and strong incentives to improve. Furthermore, proximity of rivals encourages strategic differentiation. In addition, clusters stimulate and enable innovations, because density enables recognition of innovation opportunities (e.g., unmet needs, new combinations of services, better technologies, and experimentation is relatively easy given locally available resources.) Collaboration within clusters provides benefits but requires purposeful collective actions, which explains the value of cluster mapping. Cluster mapping technique has been adopted by Industrial Technology Research Institute and one of my PhD students; however their studies are mainly on regions and cities in Taiwan. Individual industry cluster mapping analysis is needed to provide more specific guidelines for industrial development. Hopefully, the research result of this project can shed some light for the increasingly challenging financial industry in Taiwan.
