| dc.description.abstract (摘要) | 本計晝的目的在於建立國内智庫，以形成科技政策支援平台。透過建立科技政策研究社群 與專家討論會議，可提供重要政策議題背景掃瞄、議題研析、策略規劃與機制設計等完整 政策運作模式之相關支援作業。此外，也可做為我國科技政策研擬及知識分享與溝通的管道。科技創新的成果與價值之展現，通常不是僅僅與科技有關而已，從微觀的角度來看，科技 創新與商品化要能夠成功並開花結果，它需要研發、行銷、生產製造等各種功能的有效整合。若從最近Apple公司的iPhone、iPad等產品發展的情況來看，則可以理解，除了前述各種功能的連結之外，也需要再與管理面、政策面等範疇結合。類似地，若是從宏觀與整個國家的角度來看，也一定需要很多面向的整合。1980年代起逐漸盛行的「國家創新系統」概念，即是強調產、官、學、研間的各項資源及知識的流通與整合。若再從連結產業發展觀點來看，則需要再進一步從社會需求、人文、基礎環境等面向（如供給面、需求面、中介面等）加以整合。儘管如此，過去我國科技政策的制定過程似乎較少從非科技及跨領域整合的觀點出發。本計晝即希望藉由整合（科技創新與創業、產業/區域創新系統、以及服務創新等）角度來加以省思與規劃，期能提出有益於我國創新體系之發展與全國科技會議所需的嶄新議題。 | |
| dc.description.abstract (摘要) | The purpose of this project is to establish a national think tank and a platform to form the science and technology policy. Through the science and technology policy research community and experts forum, we may provide the background of the important policy issues, topics research analysis to make policy strategy and policy design, which will support the complete mode of science and technology policy operation mechanism. In addition, this research community may work as the knowledge sharing and communication pipelines of S & T policy development. The value creation of technological innovation is usually not just dependent upon technology itself. From the micro-level perspectives, success of technology commercialization relies on effective integration of R & D, production, and marketing. Additional functions, such as management and policy thinking need to be integrated while looking at the success of iPhone and iPad. Similarly, a broader aspects (such as supplier side, demand side and intermediary side) must be taken into consideration when we are concerned with the science and technology (S & T) investment from the national level. The concept of national innovation system (NIS) is to emphasize the integration of government, university, industry and research institute. When we are further concerned with industrial development, other factors, such as humanity and socioeconomic aspects are required to be integrated. Nevertheless, the enacting process of S & T policies in Taiwan seems to neglect the important perspective. The purpose of this study is to broaden the thinking of “S & T- only” and to integrate entrepreneurship, industrial innovation system and service innovations. | |
