Literature in psychoeducation and psychosociology has highlighted the importance of multilevel approaches to reducing occupational stress and protecting employees’ mental health, but little is known to date about which strategies are essential and feasible across different implementation levels, particularly for frontline civil servants responsible for disaster management. To fill this gap, this study seeks to identify individual-level and organizational-level strategies that strengthen frontline civil servants' psychological preparedness for disasters and their work, grounded in perspectives on psychological well-being, psychological preparedness for disasters, disaster management, and occupational health. This study first conducted focus groups and in-depth interviews with 18 Taiwanese academic and practical experts, extracted 19 strategies across three categories: operation, training, and support. Subsequently, using a modified Delphi method ensured consensus among these strategies through two rounds of online surveys, eventually retaining 17 high-consensus strategies. Experts then ranked the importance and feasibility of these strategies. The findings revealed that gaining support from the local government leaders was considered the most crucial strategy, while frontline civil servants’ familiarity with disaster management regulations and legal frameworks was deemed the most feasible.
