Editorial Peer Review Practices: Locating Educational Interventions to Enhance Researchers’ English Publishing Expertise and Support Taiwan-Based Journals

摘要 As higher education has globalized, incentives for scholars in semi-periphery countries to publish in international journals have intensified. This is also evident in Taiwan as seen in university and faculty evaluation policies. However, the government has also promoted the development of national journals. By establishing the Taiwan Social Science Citation Index (TSSCI) and the Taiwan Humanities Citation Index (THCI), HSS academics have respected Chinese-medium journals for their research. Even so, the influence of English as the international language of research has persisted, raising the need for Taiwan-based English-medium journals. Concurrently, scientists in the “hard” sciences, who had long been publishing in international English journals, have also been involved in the production of Taiwan-based journals. This activity indicates that there is merit in publishing research in Taiwan-based journals and recognizes their place in national development because they provide a venue for research findings of importance to Taiwanese society. Editorial peer review (EPR) is the background of scholarly journal publishing. This “gatekeeping” process is also time-consuming for editors and reviewers, and can be stressful for authors, especially novice researchers unfamiliar with the occluded nature of the process. Furthermore, Taiwanese researchers have been found to experience a greater burden when writing in English than when writing in Chinese. However, it is possible that EPR can be educational and inclusionary through mentoring and pedagogical interventions. This study, through a large-scale survey and one-on-one interviews aims to understand Taiwan-based editorial committee members’ perspectives on EPR and through focus group interviews, locate specific pedagogical interventions to support multilingual authors, especially when working in English. By identifying how journals can explicitly instruct authors on publishing and peer review practices, editors’ workloads can be eased while publishing better research papers, raising the profile of the journals and Taiwanese research overall as journals grow toward increasing international relevance.
