摘要 Why do digital services remain unused even as organizations continuously improve their functionality and interfaces? This study examines adoption stagnation, a condition in which systems are technically usable yet fail to enter everyday practice. Drawing on an in-depth qualitative case study of long-inactive investors (“dormant users”) in the securities industry, we examine how stalled digital innovation is reactivated through frontline work rather than redesign or persuasion. Grounded in situated practice theory, this study shows that adoption stagnation arises not from users’ lack of understanding, but from a misalignment between digital services and users’ sensemaking about risk and everyday order. Tracing frontline interactions, we identify situated sensegiving as a practice-based mechanism through professionals rework meaning in action. Sensegiving, therefore, does not occur prior to action but is accomplished in practice. This study contributes to theory in three ways. First, it relocates adoption analysis from user behavior to frontline situated practices. Second, it advances sensemaking research by theorizing sensegiving as embedded in practice rather than detached from cognition. Third, it extends digital innovation research by showing that progress depends on frontline work re-anchoring technology within existing practices. When adoption stagnates, sense is earned through situated interaction rather than given before action.
