| dc.description.abstract (摘要) | 資訊科技的進步，使得電子文件不僅是在型態上多元化呈現，在數量成長亦是難以估計。此外，由於電子儲存媒體的穩定性不高、資訊技術淘汰迅速，傳統檔案的內容價值鑑定、保存年限基準與清理機制等並不完全適合現今電子文件的管理。目前各國皆積極研究電子文件的鑑定、電子文件保存年限判定與電子檔案清理機制等議題，以解決電子文件檔案長久保存管理方式，進而有效確保電子檔案的歷史價值與可使用性。 本研究著重電子文件管理作業中，電子文件鑑定方式與電子檔案清理機制，探討世界先進國家對於電子文件鑑定與電子檔案清理的相關研究成果與實際作為，分析國內電子文件與檔案資訊的發展現況，提出一套適時合宜的電子檔案清理機制。本研究主要目的有下列三項： 1.分析電子檔案的特質，確立電子檔案範疇：除了電子公文外，電子郵件、網路電子文件、多媒體電子文件、及資料庫系統紀錄等，是否納入電子檔案管理系統的範疇。 2.針對電子檔案特質，研議電子檔案鑑定作業方式，包括價值鑑定與技術鑑定，擬訂電子檔案保存年限判定標準。 3.依據電子檔案保存年限基準，建立一套電子檔案清理機制，包括銷毀與移轉之作業規範。 | - |
| dc.description.abstract (摘要) | With new forms of information resources developing and new possibilities for document delivery, the use of electronic records is growing rapidly. Ways of providing and delivering government information have changed fundamentally and will continue to change in years to come. This study is trying to find out the methods of appraisal and disposal of electronic records, to make electronic records disposition policy and plan. The electronic records of temporary value must be destroyed securely and in such a way that they cannot be reconstructed and electronic records of archival value should be transferred to the archives when immediate business needs have ceased. To ensure that the record is understandable and readable, and ensure the record maintains its evidentiary status forever. | - |
