題名 The Reform of State-owned Enterprises in Mainland China: A Re-examination State-Society Relations

摘要 Traditionally, the relationship between state and society in the PRC has been very close. Specifically, state-owned enterprises have been vested with the functions of maintaining or even facilitating state-society relations. However, when state-owned enterprises are in the process of reform, these traditional relationships increasingly tend to become the main obstacles to the proposed reforms. The impact of a market economy therefore demands that the old relationships between the state, the SOEs and society have to be revised. As a consequence, the desire to reform state enterprises has become incompatible with traditional state-society relations. This has become a very complicated issue, even a dilemma, for Beijing in conducting its planned reform of state-owned enterprises. This article sets out to examine the current reform of SOEs in mainland China from a political, economic and societal perspective. In doing so, a state-society relationship is adopted as the analytical framework for examining the different stages in the interactions between the state, society and the state-owned enterprises.
