| dc.description.abstract (摘要) | 「後勤」是國家經濟資源的轉換過程；由於「軍事後勤革新」具備「科技」、「經濟」的特質與效益，成為美國追求21世紀「全球戰略」的安全依賴。冷戰後美國即提出軍事事務革新（R.M.A.）觀點，並以「全球化戰場支援－聚焦式後勤」遠景，結合「企業經營」商業典範，建構跨世紀支援新戰爭的後勤策略。「九一一」事件後，由於美國東亞安全戰略，潛藏「恐怖主義溫床」及「『多強』大國」危機因素，頓時成為美國新世紀國家安全關注的焦點；因此，基於「威脅」與「能力」的認知，美軍展現了「先發制人」（preemption）軍事目標，並對中國崛起之區域霸權抗衡，磨合共同發展的生機，此被定義為「圍和」（congagement）。 夲論文總計六章節，其宗旨在探討美國「軍事後勤」革新，對其「東亞安全戰略」規劃之影響，並從上述情節與環境，思索後勤與戰略的互動性；如第二章探討反恐時代美國國家安全觀，「九一一」事件後如何追求國家安全戰略，及面臨國際政治困境的因應之道。第三章探討美國軍事事務革新動機，及「軍事後勤」策略發展特質。第四章探討美國東亞安全戰略及軍事後勤思維。第五章則藉國際新自由主義之互賴關係，探討美軍運用軍事後勤，對區域信心建立及預防外交的影響，並試圖尋求衝突解決途徑，以利美國規劃高機制的安全戰略目標；內容涵蓋中國崛起對美國在東亞反恐佈戰爭的機會與挑戰，及美國借助「軍事後勤」與俄羅斯、日本及中國的發展軌跡。 經研析結果，東亞確實已成為美國全球戰略的關鍵地帶，從軍事後勤革新角度，亦足證實未來美國全球戰略，將與資訊及經濟利基共生，並與東亞盟國落實更完整的「安全合作」。因此，軍事後勤使美國對東亞各國戰略步調幾近一致，並與經濟發展條件齊驅；軍事後勤使美國優先認知，爭取海外基地使用權，及危機前即與盟友軍事接觸、有效提供後勤資源，將更能落實聯盟統合戰力。而軍事後勤更使石油成為美國安全戰略的基石；由於石油具有經濟建設的附加指標，使美國與東亞戰略大國提前交鋒。總之，「九一一」事件後美國整個東亞安全局勢，軍事後勤與區域經濟某些指標已整合，或從軍事事務革新觀點，在東南亞部分已漸形成美軍戰鬥系列的後勤區，與東北亞的前線戰力前後相應，似乎又透露美國正為擴軍的戰略態勢。 | zh_TW |
