摘要 蘇聯解體後，中亞地區出現哈薩克、烏茲別克、吉爾吉斯、塔吉克與土庫曼五個新興國家。中亞不但擁有豐富的自然資源及重要的地緣戰略位置，傳統上屬於俄羅斯勢力範圍的地區，並與中國這個崛起中的國際強權為鄰，這樣一個特殊的地區，自然吸引各種國際勢力競相進入。911事件後，美國軍事力量正式進駐中亞，使其得以牽制俄羅斯與中國，中亞地區再次成為國際政治中的焦點。
     本論文首先探討多邊外交的由來、理論與優點，接下來以冷戰後中共與中亞國家多邊外交合作關係為重點，討論中共採取多邊外交的活動，從一開始運用邊界安全談判為起點，與中亞國家逐漸進行全方位的合作與發展，進而提升至政治、軍事以至於經濟領域。
     上海合作組織是一個成立於2001年新興的國際組織，成員國涵括中國、俄羅斯、哈薩克、烏茲別克、吉爾吉、塔吉克。本文透過「多邊外交」的框架，來觀察上海合作組織的發展過程與前景；首先，本文說明上海合作組織的發展過程，以觀察各成員國為解決共同問題的實際運作情形，以及介紹上海合作組織的組織結構。同時，探討上海合作組織的合作基礎，說明上海合作組織的成立是各國間基於共同利益與解決共同問題所形成的結果，並進一步透過多邊外交的架構來分析成員國加入上海合作組織後的合作成果與未來的發展方向。
     「上海合作組織」是中共與中亞國家的第一次「接觸」場合，也是第一個合作對話的管道，從2001年以降所達的共識，及成果，顯見雙方之外交互動已有明顯的增加趨勢，其所轉變的多邊外交實質內容與彰顯的安全合作意義，便是本篇論文研究重點，因此本文重點在介紹「上海合作組織」，與「上海合作組織」在中共多邊外交中所表現出的重要性與代表性。
     本篇論文即在此上述國際情勢背景下，試圖瞭解冷戰前後中共外交政策及其戰略環境之演變，進而據此解釋為何中共改變其過去的外交原則與方向，轉而與其周邊國家所進行之多邊外交互動，另外試圖從上海合作組織出發，為中共的多邊外交做一討論與預測。最後本章總結研究結果，提出結論。
