摘要 綜觀歷年來的中美軍備轉移過程中，不同的時空環境下有不同的結果，在國際體系的變化，現實主義的前題，國際權力的結構下都一再的証明，中華民國在軍備獲得上有著不可預知的現象，相對的也增加了國防安全上的不穩定性；究竟何種原因所造成上述情況，以及影響美國對華軍備轉移的因素為何；美－中－台三角關係的互相牽引所產生出來的問題，是主導美國對華軍備轉移政策的主要考慮，而美國國內因素亦穿插其中產生一定性的影響，本文主旨在探討美國在「政策」與「現實」中的何種關連會造成美國對華軍備轉移的結果，並研究中華民國在爾後不同的國際環境與美國的兩岸政策牽動下，如何先期準備、預判情勢、掌握契機，以便在對美爭取軍備轉移的過程更為順利，結果更為理想。

　　本篇共分六章，第一章為緒論，說明本論文研究動機與目的、研究範圍與限制、文獻探討、研究方法架構等。第二章為「美國對外軍備轉移之回顧」，分述自二次大戰後至一九九二年美國對國際間、及對中華民國的軍備轉移政策，對其形成的背景、不同時期的政策、對國內外的影響及美國與中共建交前後的對華軍備轉移政策。第三章探討「影響美國對華軍備轉移政策的因素」，分別由美國的全球及亞太戰略、兩岸政策、國內因素及中華民國的軍備需求等四方面探討這些因素的形成及由來。第四章藉由「美國對華軍備轉移的實踐與影響」，來分析美國對華軍備轉移的實質內容對美國現役及中共相對裝備的比較，並顯示在兩岸軍力平衡上的變化，最後由中華民國的軍事實力來闡述軍備轉移後對亞太地區安全的意義。第五章為對本篇的「研究心得與發現」，其中將針對美國對華軍備轉移相關因素逐一分析並歸納重點，並就軍備轉移對美中台三角關係提出正、負面影響因素及未來趨勢與走向，最後提出軍備轉移契機的研判與掌握。第六章為結論。

　　中華民國的安全究其根本，應是維繫在一個良好、穩定、可以預測的兩岸關係上，而非建立在武力相向的局面下。我們必須瞭解所處的國家安全環境為何，主要威脅與可用之利為何，對於何者操之在我，何者取決於人更應有所認識，對於軍備轉移構建的軍事力量外，兩岸之間應再運用其他如政治、經濟、社會、文化的層面來加強互信和平基礎的建立，如此，台海兩岸在未來始可存在彼此的信賴，相互之間產生良性的互動、消彌對立，兩岸政府在政治議題上求同存異，以誠意與智慧化解問題，如此才能拉近彼此距離，共創兩岸雙贏的局面。

dc.description.abstract (摘要) 綜觀歷年來的中美軍備轉移過程中，不同的時空環境下有不同的結果，在國際體系的變化，現實主義的前題，國際權力的結構下都一再的証明，中華民國在軍備獲得上有著不可預知的現象，相對的也增加了國防安全上的不穩定性；究竟何種原因所造成上述情況，以及影響美國對華軍備轉移的因素為何；美－中－台三角關係的互相牽引所產生出來的問題，是主導美國對華軍備轉移政策的主要考慮，而美國國內因素亦穿插其中產生一定性的影響，本文主旨在探討美國在「政策」與「現實」中的何種關連會造成美國對華軍備轉移的結果，並研究中華民國在爾後不同的國際環境與美國的兩岸政策牽動下，如何先期準備、預判情勢、掌握契機，以便在對美爭取軍備轉移的過程更為順利，結果更為理想。

　　本篇共分六章，第一章為緒論，說明本論文研究動機與目的、研究範圍與限制、文獻探討、研究方法架構等。第二章為「美國對外軍備轉移之回顧」，分述自二次大戰後至一九九二年美國對國際間、及對中華民國的軍備轉移政策，對其形成的背景、不同時期的政策、對國內外的影響及美國與中共建交前後的對華軍備轉移政策。第三章探討「影響美國對華軍備轉移政策的因素」，分別由美國的全球及亞太戰略、兩岸政策、國內因素及中華民國的軍備需求等四方面探討這些因素的形成及由來。第四章藉由「美國對華軍備轉移的實踐與影響」，來分析美國對華軍備轉移的實質內容對美國現役及中共相對裝備的比較，並顯示在兩岸軍力平衡上的變化，最後由中華民國的軍事實力來闡述軍備轉移後對亞太地區安全的意義。第五章為對本篇的「研究心得與發現」，其中將針對美國對華軍備轉移相關因素逐一分析並歸納重點，並就軍備轉移對美中台三角關係提出正、負面影響因素及未來趨勢與走向，最後提出軍備轉移契機的研判與掌握。第六章為結論。

　　中華民國的安全究其根本，應是維繫在一個良好、穩定、可以預測的兩岸關係上，而非建立在武力相向的局面下。我們必須瞭解所處的國家安全環境為何，主要威脅與可用之利為何，對於何者操之在我，何者取決於人更應有所認識，對於軍備轉移構建的軍事力量外，兩岸之間應再運用其他如政治、經濟、社會、文化的層面來加強互信和平基礎的建立，如此，台海兩岸在未來始可存在彼此的信賴，相互之間產生良性的互動、消彌對立，兩岸政府在政治議題上求同存異，以誠意與智慧化解問題，如此才能拉近彼此距離，共創兩岸雙贏的局面。		zh_TW
