題名 尋找台灣學術網路BBS站的規範力量－以校園計中站為例

摘要 早在1992年台灣學術網路正式啟動前，網際網路早已在二十多年前於國外發韌。由於網路發展歷程使然，漸漸地也孕育出自由、平等、自治的觀念。作者首先探究目前網路空間情形，發現若要達到網路烏托邦之夢，其實還有待努力。目前網路上最能掌握規範力量的還是擁有網路資源者。這些力量因為外界壓力或擔心觸及現實法律，常以科技手段規範網友行為。
     在台灣學術網路BBS站上也可發現類似情形。作者以三個附屬在大學計中之下的BBS站為例，發現台灣學術網路主管機關教育部以及擁有BBS主機資源的大學計中，因為台灣學術網路發展過程以及其他環境因素，以法規及科技手段要求使用者行為切遵學術目的。然而由上至下的規範方式未能符合實際使用情形，以致規範形同具文，在執行上也常與使用者發生衝突。
     作者認為，在這些衝突案例中，雖然看似無法掌握資源的使用者只能服從學校規範決定，但使用者間若能達到一定程度的共識，也未嘗不能發揮力量。此外，網友也能另外找尋投其所好的網路空間，以市場力量決定符合大多數人需要的規範樣態。
