Summary本文探討中國晚清時期(1840-1911)，富強、洋人與貨幣制度三者的關係。1840年，中英鴉片戰爭的失利，為清朝開啟了一個新的局面。中國再也無法閉關自守，必須面對國際社會的競爭。太平軍的興起，在洋人幫助清朝平定太平軍的過程中，清廷見識到西方優越的軍事武器。中國至此進入了學習西方，追求國家富強之中。

富強可以切割成富與強兩部分，國強與國富。國強為國防軍事的強大，國富則是國家內部資金充沛，可作為追求國家的後盾。因此一國的金融制度扮演重要的角色，有效率的金融體系可以為國家汲取所需要的資金。貨幣制度是健全的金融體系重要的一環。在晚清追求富強的同時，支撐國家市場交易的貨幣制度，卻是混亂不堪，這是一個矛盾的現象。

本文發現晚清無視貨幣制度的重要性，這有其歷史因素。清朝在繼承歷朝的典章制度後，並無學習到貨幣制度對國家經濟的重要。在地域上，中國不同於西方國家有許多國力、國土相當的國家，彼此因為軍事國防的需要，必須在金融制度上進行改革，使得經濟發展可以高於其他國家，藉此吸引到最多且最廉價的資金。中國傳統上沒有這樣的競爭，因此在清朝進入現代國家之林後，在國勢上就不免左支右絀了。

此外，晚清幣制改革推動，並非來自中國內部而是外部的力量。相較於晚清政府消極的作為，洋人積極要求晚清改革幣制。晚清幣制因為洋人的要求，貨幣改革終於在清末民初成為重要的議題。
