| dc.description.abstract (摘要) | 德國勞資關係體系自80年代起，即受到全球化、歐洲區域整合與全球科技產業市場變遷的影響，致使德國整體勞資關係體係呈現逐漸衰退的趨勢。然而在此整體發展趨勢之下，德國內部卻同時存在德東、西勞資關係體系分歧化發展。為了解析德東的異常發展現象，本文採用新制度主義－社會學制度論為研究途徑，分別以制度、組織、次級團體三個層次的分析架構，檢視德國勞資關係體系於德東運作的問題所在。 本文研究發現，造成德東勞資關係體系異常化發展的主因有二。一，東德勞動社會文化的遺緒。東德為採行中央計畫經濟、黨國極權領導的社會主義國家。因此並沒有獨立自主的勞資利益團體存在，致使東德勞動社會行為者對於集體協商制度缺乏信任感，並且社會實存的勞資協商也因而轉為內在化，呈現出一種公司內非正式的團體統合主義。二，兩德統一下東德激進經濟轉型。兩德經濟制度統一與勞動社會整合皆是採取一種由西德主導的家父長主義式轉型策略。是故，在此情況下，德東勞動社會行為者在統一後面對的是全然陌生的新制度與新組織，並且在東西德勞動社會文化相異的前提下，統一後德東勞動社會行為者對於勞資關係體系因而產生異化的現象。 另外，本文藉由對於德東金屬、電子工業統一至今勞資關係發展的觀察，指出統一後德東不僅無法融入勞資關係體系的運作之中，甚至成為體制內不穩定因素。德國勞資關係體系運作的特色在於，它為一種包含制度制約與社會自主的治理模式，因而制度、組織、次級團體行為者三者彼此是環環相扣，牽一髮而動全身。德西在未考量東德勞動社會文化下，貿然執行勞資關係體系的移植，此舉不僅造成德東勞動社會的失序，也間接撼動了德國整體勞資關係體的穩定。 | zh_TW |
