世新大學行政管理學系關鍵詞 電子民主;電子參與;電子投票;electronic democracy;electronic participation;electronic voting;公共行政 日期 2005 上傳時間 10-Jul-2010 16:23:10 (UTC+8) 摘要 本研究探討電子民主(主要包括電子參與及電子投票)等相關議題。透過文獻分析,本研究首先嘗試探索電子民主的定義、起源、範圍及影響。其次,本研究以內容分析、深度訪談、以及問卷調查,瞭解目前我國政府在電子參與及投票的運作實況。同時彙整先進國家的相關實施經驗,並評估其在我國特殊政治系絡的可行性。最後將總結以上的研究結果,歸納出我國政府實施電子參與及電子民主的推動計畫,並透過實務界的訪談及使用者的檢視,提出可行性建議。 This research focuses on the issue of electronic democracy, including electronic participation and electronic voting. Through literature analysis, it first explores the foundation of electronic democracy, including its definition, origins, domain and impact. Next, this study utilizes content analysis, in-depth interviews and questionnaires to investigate current government practices pertaining to electronic participation and voting. It further assembles mechanisms of electronic participation and voting in advanced countries, and assesses their feasibility in Taiwan?HH?HHs political context. The major findings of above study, after being scrutinized by practitioners and users as well, will eventually lead to a pragmatic strategic plan for government to practice electronic participation and voting. 關聯 RDEC-RES-093-011
