| Summary | 為因應我國電子化政府、資訊社會發展與國際接軌，本專案計畫企圖分析國際上關於電子化政府相關評比指標，包含：美國布朗大學、世界經濟論壇、世界銀行、聯合國、ITU及Accenture公司等之報告，並整合我國相關調查，如：電子化政府服務滿意度調查等，建立我國電子治理評估指標與資料庫，以提供我國政府未來關於電子治理規劃和成效調查的評估與追蹤之參考。本專案計畫預計採分眾角度對我國電子治理進行各年度之評估調查，評估的方式依據調查對象，包括：公務人員、企業界與民眾、學者等，分別從97年度至100年度分別完成政府與政府（G2G, G2E）、政府與企業（G2B）、政府與民眾（G2C），以及政府與社團協會（G2A）之四項電子治理成效調查評估與分析。 Due to the fast development of e-government programs and policies all over the world, there are many major leading institutions such as UN, WEF, ITU, Brown University, Accenture, Taylor Nelson and Sofres undertaking evaluations on e-government or e-governance. There are some obvious differences among these reports on surveys’ objects, scopes, dimensions, indicators, and so on. This project is intended to construct a comprehensive framework of e-governance and to develop the indicators to track the progress of Taiwan e-governance. It is hoped that Taiwanese government may consult and use the results and database to improve its e-governance. |
