Summary本計畫擬藉由工業區統計資料的蒐集，都市及區域資訊的彙整，國外區域競爭優勢相關文獻的回顧，以瞭解全球化下新經濟生產要素的運作模式，同時研究整體產業發展趨勢，比較兩岸產業競爭力與區域競爭優勢利基，以找出我國競爭優勢，作為制訂工業區政策參考。具體的計畫目標有以下數項。一、強化「工業區開發管理資訊」，提供政府制訂工業區政策時的參考；二、研究競爭優勢的內涵，掌握核心產業空間分布屬性與變遷趨勢，俾供工業區政策之制訂與落實；三、瞭解全球化新經濟生產要素的意義，將國外運作模式應用在臺灣產業政策的制訂上，同時作為產業用地規劃的參酌依據；四、尋找臺灣工業區競爭優勢所在，提供產業、官方、學術及研究各界參考，以引導未來臺灣產業發展方向，提升臺灣區域競爭優勢；五、分析兩岸產業發展趨勢，比較兩岸產業競爭力的優劣，作為產業政策制訂的參考；六、找出臺灣產業發展競爭優勢利基（niche），以為政府制訂工業政策時的參考；七、綜理臺灣產業用地供給體系現況，分析產業用地供給與廠商需求，以建立產業用地供需市場，解決當前工業區滯銷問題。This plan attempts to understand the arrangement of the production factors in global era. By gathering the statistical data in Taiwan industrial districts and reviewing related references about regional competition advantages, we hope to find the competition advantages of Taiwan.
