題名 工業區管理機構績效考評暨服務中心行政人員培訓計畫─第二年計畫

摘要 工業區開發係國家推動經濟發展的重大公共建設,旨在提供產業生產所需的用地供給與基盤設施,營造有利產業發展與投資的環境。二十一世紀是全球經濟競爭的時代,人力在經濟生產要素中的價值已轉變為知識與技能的供給,建構工業區管理機構專業知識及人才培養,提供廠商多功能的公共服務與高效率的管理品質是決定產業競爭優勢的主要條件。因此,本計畫之全程目標旨在透過績效考核與在職訓練,瞭解工業區管理服務執行績效現況與提昇工業區服務中心作業人員的專業能力。本年度工作項目包括:(1)協助工業局回顧工業區管理機構績效考評與人才培訓制度。(2)協助工業局更新與維護工業區管理機構人才資料庫,並進行工業區管理機構人才培訓網頁之製作,以作為進行工業區管理機構績效考評與人才培訓計畫之基礎與成果之展現。(3)協助工業局進行工業區管理機構服務組及行政組組長之個人考評工作。(4)協助工業局配合工業區組織功能之調整方向,擬訂教育訓練計畫,以提昇新業務功能之支援作業能力,強化工業區管理機構之服務能力。(5)協助工業局發行工業區管理機構簡訊,加速資訊(知識)之交流,以因應知識經濟發達之時代潮流,縮短各工業區管理機構之資訊差距,強化工業區管理機構之專業能力。各項工作均依約如期完成,執行成果豐碩。 綜合本年度執行經驗,提出以下建議,供後續計畫擬訂與改進之參考。在績效考評方法之後續改進方式方面,建議(1)建立分層負責之考核制度;(2)整合廠商滿意度問卷與現場考核項目。在人才培訓作業方面,建議(1)加強服務中心人員之法務知識;(2)加強服務中心人員之電子化作業能力。在講習會之方面,建議未來年度之講習會以績優工業區服務中心之現場觀摩為教學主體,除進行專題研討外,遴選本年度表現優秀之工業區服務中心,委請其依據講習主題,設計實作課程。於講習會辦理時,提供與會同仁實際操作演練,以收最佳之學習效果。在簡訊編輯發行方面,建議逐漸針對不同議題適度加以評論,建立同仁觀察問題之敏銳度。在專題研發方面,建議加入專題研發,積極提昇工業區服務中心作業能力。初期建議以電子作業平台之發展為例,作為為來工業區服務中心轉型,提升服務品質之依據。關鍵詞:工業園區、績效評估、人才培訓、服務中心、行政人員。 Abstract The development of industrial park is an important instrument to promote national economic development. It is aimed to provide land with appropriate infrastructure and favourable for manufacturing industries. The twenty-first century is an age of global economy, the value of manpower has deeply depended on knowledge. The key to improve the competitiveness of factories in industrial parks is to improve the supply of public service with high efficiency and quality. Therefore, the goal of this project is to evaluate the performance of existing industrial park service centres and to advance the professional knowledge of their administrators. The tasks to be performed in this year are as follows: (1) To review and develop a performance evaluation system. (2) To update the manpower database and the website of this project. (3) To conduct the evaluation process. (4) To conduct education and training sessions for the administrators of industrial park centres. (5) Publish ?HH?H??Industrial Park Management?HH?HH newsletters. All tasks are successfully completed within pre-planned schedule. Based on experience gained in this year, future improvements are suggested as follows: (1) To improve the evaluation effectiveness, evaluation scheme by different layer should be developed and questionnaires of factory survey should be consistent with evaluation items during site visit. (2) To improve education and training program, knowledge of related law and skills of computer applications should be on the priority for future training. Besides, experience sharing by ?HH?H??best practice?HH?HH coupled with site visiting to those excellent performance industrial park service centres should be promoted. (3) For better quality of newsletter publishing, immediate comment on social critical issues related to industrial development could be tried in the future. (4) In addition, specific research topics for tool development should be conducted to strengthen the professional ability of service centre.
