題名 重大公共建設財務計畫電子化研究

摘要 本研究主要是將經建會所編製的「重大公共建設財務計畫編製手冊」做電子化研究,將財務計畫步驟及分析準則製作成軟體,來輔助使用者做財務計畫時能有一致性及準確性。本研究完成的內容有:(1)對「重大公共建設財務計畫編製手冊」做分析,提出電子化規劃內容。(2)提出電子化的需求分析及系統分析。(3)完成應用軟體製作及測試。(4)製作系統說明書、程式規格書、系統操作及管理手冊。本電子化研究最大的特色是完成一完整的應用軟體供使用者使用,內容包括:財務及經濟分析,及不同方案評估。於財務及經濟分析中,包括有:(1)基本規劃說明。(2)基本參數輸入。(3)現金流量分析。(40自償率分析。(5)可行性分析(財務及經濟效益評估)。(6)敏感性分析。方案評估是採AHP模式(The analysis hierarchy process model, thamos satty, 1980)。本電子化研究應用軟體之開發,考量未來使用者系統相容性,主要係根據以下需求條件而發展:(1)作業系統為Microsoft windows。(2)程式撰寫語言為Microsoft visual basic。(3)系統主要資料儲存格式為Mdb (Microsoft access檔案格式)。(4)文字與圖表可以轉成rtf檔案輸出,以便後續計畫編排工作。(5)試算結果(計畫現金流量表、自償率計算表、敏感性分析、方案交叉比較表、評估準則交叉比較表、評估結果表等)可以輸出為xls檔案格式,以便後續相關驗算工作與加值運用。 The purpose of this research is to computerize the "Handbook of Finance Feasibility Analysis of Public Infrastructure Projects". We program the finance analysis procedure and analytical rules into a software. This software is to help users to conduct a complete and consistent financial analysis efficiently. The major accomplishments of this research are: (1) Analyze the handbook of financial feasibility analysis of public infrastructure projects to provide the design of electronic. (2) Finish the demand analysis and the system analysis. (3) Complete the software program and test. (4) Complete system instruction, system requirement, system operation and management instruction. The major contribution of this research is to complete a software for financial feasibility analysis. Contents includes financial and economic feasibility analysis, and evaluation of different projects. The produce of financial and economic feasibility analysis is: (1) Basic characteristics of the project. (2) Basic assumption input. (3) Cash flow analysis. (4) Benefit/cost analysis. (5) Financial and Economic feasibility analysis. (6) Sensitivity analysis. We use AHP model (The Analysis Hierarchy Process Model, Thamos Satty, 1980) to evaluate different projects. The trial application system is developed according to the following requirements and the consistence of operation system for general users. (1) The operation system-Microsoft Windows. (2) The program language-Microsoft Visual Basic. (3) The main data format-.mdb type. (Microsoft Access file). (4) The draft report can be saved as .rtf file including words, tables and graphics. Afterward you may finish the sequential publishing based on it. (5) The simulation results can be saved as .xls file including project cash flow, benefit/cost analysis, sensitivity analysis and AHP report. Afterward you may do the related calculating and checking based on it.
