題名 胡錦濤時期中共的東南亞安全戰略

摘要 中共歷代領導人的東南亞安全觀、安全戰略目標與政策，若以地緣政治途徑分析，可發現與鄰國動向或周邊事態發展存在密切關連。本論文先簡要回顧毛澤東、鄧小平、以及江澤民時期，中共的東南亞安全認知與安全戰略目標。接續的研究焦點，即鎖定在胡錦濤時期展開後，中共會如何評估該區域的地緣政治安全形勢？順勢而定的政治、經濟與軍事安全戰略與政策內容則為何？而東南亞區域主體－東協國家、基於反恐訴求而強化與東南亞關係的美國、以及東南亞最大的海外援助國家－日本，這些區域主要行為者在政治、經濟、軍事安全議題上，又會對中共的安全戰略與政策引發何樣的機遇和挑戰？
胡錦濤時期中共的東南亞安全戰略，受到東南亞海域（如麻六甲海峽、南海）位置與資源、東協整合進程、以及美日兩國之勢力部署等，有關地理格局和地緣政治因素之交互作用。在針對相關因素的評估參酌之下，中共確立以「和」為先戰略以及政治「睦鄰」、軍事「安鄰」、經濟「富鄰」之政策方針，深化與東協國家的交流及聯繫，以圖經濟實力與友好形象的連帶提升，進而推展對區域事務的影響力。惟當中共的戰略及政策執行，面對東協國家、美國、日本等區域主要行為者，就有關東南亞穩定與繁榮之促進，儘管似有一定程度的利益交集，並為中國國力增長創造有利機遇；政治影響力的消長、經貿較勁、能源競逐、軍事威脅，諸般因素的糾葛拉扯和連鎖效應，卻亦形成嚴峻挑戰。鑑往知來，十七大後仍由胡錦濤持續主政的中共，在深化與東協國家合作以求實現互利共贏的背後，競奪區域主導權的別有居心企圖，為海域開發或掌控而擦槍走火的軍事張力，這些對中共安全戰略形成質疑及挑戰的議題，恐怕才是外界鎂光燈之實質聚焦所在。

胡錦濤時期中共的東南亞安全戰略，受到東南亞海域（如麻六甲海峽、南海）位置與資源、東協整合進程、以及美日兩國之勢力部署等，有關地理格局和地緣政治因素之交互作用。在針對相關因素的評估參酌之下，中共確立以「和」為先戰略以及政治「睦鄰」、軍事「安鄰」、經濟「富鄰」之政策方針，深化與東協國家的交流及聯繫，以圖經濟實力與友好形象的連帶提升，進而推展對區域事務的影響力。惟當中共的戰略及政策執行，面對東協國家、美國、日本等區域主要行為者，就有關東南亞穩定與繁榮之促進，儘管似有一定程度的利益交集，並為中國國力增長創造有利機遇；政治影響力的消長、經貿較勁、能源競逐、軍事威脅，諸般因素的糾葛拉扯和連鎖效應，卻亦形成嚴峻挑戰。鑑往知來，十七大後仍由胡錦濤持續主政的中共，在深化與東協國家合作以求實現互利共贏的背後，競奪區域主導權的別有居心企圖，為海域開發或掌控而擦槍走火的軍事張力，這些對中共安全戰略形成質疑及挑戰的議題，恐怕才是外界鎂光燈之實質聚焦所在。		zh_TW
