| dc.description.abstract (摘要) | 本研究主要利用內容分析法，分析第六屆立法院所有通過一讀的法律提案的審查情形，藉此了解究竟各個常設委員會在法案審查過程中的影響力大小有何不同？而此一影響力大小又是受到哪些因素的影響？本研究首先從總體的角度觀察發現，對於所有通過一讀的法律提案，委員會扮演了相當重要的角色，有38.2%的法案是在委員會即遭到擱置，而無法進入後續的審查階段。即使是在院會的審查過程中，委員會的審查意見也得到了相當程度的尊重，有超過一半的法案是完全按照委員會的決議來通過。不過，如果從各個不同的委員會來觀察，則發現到，如果委員會流動率不同，以及所屬類型不同，那麼對於法案審查過程中的影響力便會有所差異。除了委員會自身條件不同，可能對於委員會在法案審查過程中的影響力有所差異之外，委員會所經手的法案特性不同，也會有所影響。綜合言之，本研究基本上證實了委員會類別、委員會流動率、提案部門、新聞曝光度、政黨競爭型法案、法案修正幅度、法案版本數皆是可能決定委員會影響力的因素，而且這些因素的影響方向，都符合本研究的理論預期。至於，特殊利益型法案對於委員會影響力的影響，雖然結果顯示會讓委員會影響力比較大，不過並未達到統計上顯著的水準。在法案修正幅度對於委員會影響力的影響上，結果顯示大規模修正案與小規模修正案，相較於新制定案來說，會讓委員會影響力比較小，這些結果與本研究的預期不同。 | zh_TW |
