題名 從新自由制度主義析論國際合作－以1919年至1939年之國際貨幣議題為例

摘要 本篇論文目的，希冀透過近代理論重新觀察1919年至1939年之國際貨幣議題領域，一方面探究理論針對國際合作之相關假設與論述，另一方面希望本研究成果，給予現今政府面對國際政治經濟秩序維持等議題的借鏡。
回顧第一次世界大戰爆發後的20年間，戰爭的殘酷將既存的國際貨幣秩序摧毀殆盡。從理論面觀之，盛行於19世紀至20世紀初之主流學派─現實主義，主張國家乃權力與自我利益追求極大化的行為者，且認為合作於無政府狀態下，是不存在的。綜上論點似可推演在當時以鄰為壑的國際政治經濟體系下，國家間終將無可避免地走向衝突。然而，隨理論的發展及演進，以及整體國際環境的改變，諸多新興理論開始探討國際政治經濟秩序中的合作效用，以及關心國際間逐漸形成之有形或無形的國際建制。最具代表性之新自由制度主義者Keohane認為，Waltz、Gilpin等結構現實主義者誇大了國際體系的無政府特性及其後果，且低估國際制度的作用。其主張，儘管國際社會中缺乏正式且合法之權威，但非正式的約束因素尚得以支持建制和制度的存在，且同時支持許多相互聯繫的規則、規範，這些均有助於國家解決集體行動與市場的失敗問題，並非如(新)現實主義所認為制度僅具輔佐性且偏弱之作用。是故，本文欲嘗試以新自由制度主義，透過該理論之假設與對國際合作之定義，重新檢驗1919年至1939年之國際貨幣議題領域，證明該時期國際合作存在之確據。

dc.description.abstract (摘要) 本篇論文目的，希冀透過近代理論重新觀察1919年至1939年之國際貨幣議題領域，一方面探究理論針對國際合作之相關假設與論述，另一方面希望本研究成果，給予現今政府面對國際政治經濟秩序維持等議題的借鏡。
回顧第一次世界大戰爆發後的20年間，戰爭的殘酷將既存的國際貨幣秩序摧毀殆盡。從理論面觀之，盛行於19世紀至20世紀初之主流學派─現實主義，主張國家乃權力與自我利益追求極大化的行為者，且認為合作於無政府狀態下，是不存在的。綜上論點似可推演在當時以鄰為壑的國際政治經濟體系下，國家間終將無可避免地走向衝突。然而，隨理論的發展及演進，以及整體國際環境的改變，諸多新興理論開始探討國際政治經濟秩序中的合作效用，以及關心國際間逐漸形成之有形或無形的國際建制。最具代表性之新自由制度主義者Keohane認為，Waltz、Gilpin等結構現實主義者誇大了國際體系的無政府特性及其後果，且低估國際制度的作用。其主張，儘管國際社會中缺乏正式且合法之權威，但非正式的約束因素尚得以支持建制和制度的存在，且同時支持許多相互聯繫的規則、規範，這些均有助於國家解決集體行動與市場的失敗問題，並非如(新)現實主義所認為制度僅具輔佐性且偏弱之作用。是故，本文欲嘗試以新自由制度主義，透過該理論之假設與對國際合作之定義，重新檢驗1919年至1939年之國際貨幣議題領域，證明該時期國際合作存在之確據。		zh_TW
