| dc.description.abstract (摘要) | 中國大陸在近幾十年來的經濟成長舉世矚目，卻也造成了中國大陸東西部發展不平均的隱憂。有鑑於此，江澤民在1999 年的「中央扶貧開發會議」上首次提出了「西部大開發」戰略概念，期能縮小區域發展不均衡的差距。西部大開發預計進行50 年分三個階段進行，截至2010 年已經完成了第一階段。在這十年間，整個西部地區有著巨大的改變。因此，本文的研究目的在於，利用大陸西部12 個省、市、地區自2000 至2010 年的追蹤資料，運用實証模型的估計探討以下問題。一、衡量與分析大陸整個西部各省、市、地區，在西部大開發政策執行後之地方政府效率；二、探究影響大陸西部各省、市、地區之地方政府效率的決定因素；三、針對財政地方分權程度，探討其在地方政府效率中所扮演的角色；四、對目前大陸西部大開發政策後的西部地區發展，提供具體的政策建議，供相關單位與企業在制訂相關決策時做參考。此研究計畫之研究的重點如下： 1. 本研究將整理與回顧中國大陸西部大開發政策，以及該政策實行後西部省、市、地區發展的相關文獻。並且，試圖建立一個理論模架構進行分析。 2. 利用DEA 或Super-Efficiency DEA 的方法，衡量並分析中國大陸西部12 個省、市、地區，在2000 至2010 年間各年的地方政府效率。 3. 再依據所估計的效率值特性選擇適當的的實証模型，並探究影響大陸西部各省、市、地區之地方政府效率的重要因素，並兼論財政地方分權所扮演的角色。 4. 本研究的實證分析結果，可讓我國與其他國家在與大陸西部地區經濟或財政上互動時，對該地區的發展及相關問題有更深一層的瞭解。 | en_US |
| dc.description.abstract (摘要) | The economic growth of China has increased rapidly in recent several decades, but this growth has resulted in the imbalance between the eastern and western region. According to this situation, Zemin Jiang first proposed the “Grand Western Development Program” in the “central poverty alleviation and development conference” in 1999, hoping to reduce the imbalance in the regional development gap. After carrying out the Grand Western Development Program, the growth ranges of GDP per capita in some of regions have risen quickly. Therefore, the research purpose of this literature is to use the estimation of an empirical model with the panel data which includes 12 provinces, cities and regions in China western region from 2000 to 2010, and to explore the following questions. First of all, analyse and understand the local government efficiency after the Grand Western Development Program. Second, find out the determinative factors of local government efficiency in the western region. Third, in accordance with the fiscal decentralization, investigate its role in local government efficiency. Last but not least, provide the concrete advice with the development in China western region after the Grand Western Development Program, and give references to corresponding organizations when they make decisions. The following are key points of this research: 1. This research will collate and recall the Grand Western Development Program in China and the corresponding literature with the development of western regions after this policy. Also, try to establish a theoretical model to process an analysis. 2. Use the method of DEA or Super-Efficiency DEA to measure and analyse the local government efficiency of China western region from 2000 to 2010. 3. According to the characteristics of estimated efficiency values, choose an appropriate empirical model, and explore the determinative factors of local government efficiency, and investigate the role of fiscal decentralization. 4. When we do some interaction with China western region in economy or in finance, the results of this empirical research can make us and other countries understand the development and corresponding questions in this region more. | en_US |
