| Summary | 隨著國家經濟的發展，文化產業亦加受到重視，且在全球化蓬 勃發產的今日，文化財於國際間的貿易對一國福利的影響越顯重 要。因此，本文自Francois and van Ypersele(2002) 之模型與研究加以拓展，先計算出關稅和配額政策下文化財進口 國的總福利皆會改善，再引入關稅與配額均等性的概念，檢視均 等性成立與否，最後比較兩種貿易管制措施何者會使進口國總福 利提升較多。其結果為：均等性並未成立，產品的均衡市場價格 於等量配額下較高；至於福利相較的部分，對進口國消費者而言， 關稅政策優於等量配額政策，對進口國生產者來說則相反，等量 配額政策對其較有利，若以進口國整體福利來看，關稅政策仍然 優於等量配額政策。 |
