| dc.description.abstract (摘要) | 正確的防救災資訊，與識讀能力對減少天災所帶來的損失與傷亡有立竿見影的功效，莫拉克颱風的防救災資訊設計不良，居民亦缺少識讀能力，實在有必要將最普遍流通的防救災資訊，也就是媒體訊息，重新檢視，並給予居民識讀教育。但是，需要防救災資訊的行動者（actors）不止於山區居民，因此第一年的計畫為防救災資訊與災難新聞內容的檢視，依照指定地區太麻里流域的原住民部落各方需求（包括：新聞業，公部門，災民（原住民與非原住民等），非災民，學者等）對資訊的需求，經由多元行動者的對話，找出防災資訊需求的概念與操作型定義。第二年計畫則是把開始招募轄區記者參與培訓計畫，目的是希望避免記者的資訊設計以感官新聞為主，甚至對災民造成二度傷害的新聞與創傷議題，並授予如何協助災情減輕的風險管理觀念並開始教授居民防救災識讀教育，以及如何使用新科技與傳統媒體來收集資訊以及求救。第三年：初步探討台灣成立如同NHK Radio 1 災難頻道設立的可能性，與地區的電台合作成立的防救災頻道以得到正確的預防資訊與撤退資訊、檢視哪一區仍失聯，並分配補給用品與救難設施。藉此檢視Radio1 模式是否適用在台灣，藉此修正。亦可檢視合作社群與非合作社群的防救災效率與心理創傷程度。 | en_US |
| dc.description.abstract (摘要) | This three-year research proposal is aimed at designing disaster prevention and preparedness, developing disaster literacy, and establishing professional disaster radio channel for aboriginal tribes along Tai-ma-li river. Morakot Typhoon caused serious destruction to these tribes and uncovered the lack of disaster prevention and preparedness information and disaster literacy to know the dangers. In the first year, the study examines different actors’ information requirements of disaster prevention, preparedness and human innovation to find the operational definitions to advice news media. In the second year, the study will host several forums for local reporters and habitants to give disaster literacy based on the first year’s findings and trauma knowledge. In the third year, this study tried to find out a cooperation model for local radio stations to establishing professional disaster channel before, during and after disasters so that residents can access information and logistics, can make use of the channel to know relatives’ whereabouts, and how to provide help for the community. | en_US |
