| dc.description.abstract (摘要) | 影像形式為目前數位典藏授權模式之主流，然其教育或知識推廣之市場需求至今尚未凸顯，付費型授權之價格與收益仍偏低；典藏機構授權各自為政缺乏統一法源依據及專責機構；民間企業與政府機構洽談授權程序僵化，而數位典藏機構尚未能推出經包裝之商業產品。此外，數位典藏資料之利用牽涉智慧財產權爭議，易造成授權雙方之疑慮。 本計畫將針對數位典藏教育或知識推廣授權模式所面臨的問題及解決對策，以影像授權市場為主，特別是靜態影像之授權進行調查並提出建議方案，並參酌國外影像授權之公司經營模式，促進數位典藏機構整合成授權平台，協助通案式授權機制之建立，此外也將針對實務授權流程及我國法律規範提出建議，以促進國內外數位典藏授權市場之拓展。 | en_US |
| dc.description.abstract (摘要) | Image is the mainstream of digital archives licensing model; however, the market for educational or knowledge-based application has not yet shown, and the royalties and the profit derives from image archives are also low. In addition, the lack of unified legal basis and responsible authority resulted in fragmentations; the process of licensing procedure between private companies and government agencies is still ossified. Thus, even after several years of endeavor the digital archives agencies are still unable to promote any commercial products or application so far. Furthermore, the disputes which involve the usage of intellectual property rights are also causing doubts between both licensors and licensees. This project is intended to find the solutions regarding to the problems which digital archives education and knowledge promotion model are facing, and will focus on its object on image licensing. By making in-depth investigation and recommendations, along with the introduction of the licensing model of foreign companies, the research further intends to integrate the digital archives agencies and licensing platform, and gives recommendations regarding the practical licensing process and regulations. The result will promote the commercial market of the digital archives licensing. | en_US |
