摘要 生物科技的發展及辨識技術的進步,現代科技已能運用紅外線遙測系統,收集傳染病帶原者體溫,或以指紋、虹膜等辨識技術,得到個人生物特徵等資訊。但如何防止被有心人不當利用,並兼顧科技發展與個人隱私權維護,試圖透過跨領域的對話與研究,在科技與隱私之間找到最佳平衡點。本計畫與義大利CSSC 中心(Center for Science, Society and Citizenship)合作,組成跨國團隊研究,屬於歐盟第七架構計畫(FP7)一部分。未來也將在台北、北京籌辦國際學術研討會,建置治理網站(Governance Web),提供有組織、規劃的平台,讓世界各國的專家交流意見,試圖找出最佳解決方案。
With the development of biotechnology and the progress of biometrics, modern technology has improved to collect body temperature of carriers of infectious diseases by applying infrared telemetry system, and obtain personal information by biometric technology of fingerprints and iris. How to prevent malicious abuse while promoting technology and safeguarding personal privacy? We attempt to find the balance between technology and privacy through interdisciplinary conversation and research. This program cooperating with the Center for Science, Society and Citizenship in Italy will compose of multinational teamwork, which has become one of Framework Programme 7th of EU. This program is also planning to hold international conference in Taipei and Beijing. By constructing Governance Web, we will offer an organized, well-planned platform to accelerate the exchange of expert opinion from different countries, attempting to find the best solution.
