摘要 美國推動「沒有落後的孩子法案」開始了教育領域對於資料導向決策 (data-driven decision making, DDDM)的運用及重視,該法案對於各校提出績效責任的要求,也促使學校必須積極地蒐集各項資料並進行分析,並做出相關決策,以提升學生之學習成效。DDDM 即透過資料的蒐集,藉此瞭解是否達成學校或學區之目標或願景;在運作上,學校領導者應有系統地蒐集適合學校、學區層面之資訊,而校長與教職員需妥善分析及解釋資料以提供決策之參考。為了提升學校效能,學校領導者必須做出正確的決策,而DDDM 模式可以增加領導者進行決策的正確度。本研究聚焦在校長DDDM 之理論探討與應用分析,為達成本研究之目的,除參考相關文獻以瞭解其理論內涵之外,本研究擬透過模糊德菲法(Fuzzy Delphi Method)與分析網路程序法 (Analytic Network Process) 建構符合學校層級需求之資料類別構面,以做為未來校長在實務運用之參考。為了進一步瞭解DDDM 之理論與應用,本研究擬透過問卷調查蒐集中小學校長(抽取720 位校長)之意見,以做為分析 DDDM 現況及影響因素之依據,並進一步使用結構方程模式以檢視本研究所提出之校長運用DDDM 行為模式。除此之外,本研究擬利用焦點團體座談與深度訪談方法,對於參與及受訪校長進行意見統合與分析。
The implementation of the “No Child Left behind Act of 2001"in U.S.A initiates the application and value of data-driven decision making in the education field. The requirement of bringing forward performance responsibility by this act promotes each school to aggressively collect data and carry out analysis while making relative decisions to promote students' learning outcome. Data-driven decision making is to understand whether or not the objectives and visions of the school or the school district are reached through data collection. In application, school leaders should collect data appropriate for the school and the school district systematically. Principals, teachers and staffs must analyze and explain the data properly to provide references for making decisions. Moreover, data-driven decision making increases the accuracy of the decision made by the leaders. This study focuses on the theory discussion and application analysis of principal’s DDDM. In order to reach the goals of the study, apart from referring to relative literature to understand the theory implication, Fuzzy Delphi Method and Analytic Network Process are applied to establish the data category that meets the need of schools. Hopefully it can provide practical application references for principals in the future. Moreover, in order to understand the theory and the application of DDDM, the suggestions from junior high school and elementary school principals are collected through questionnaire investigation and are used as the references for analyzing the current status and influence factors of DDDM. Structural Equation Model is further applied to verify the behavior model of principals regarding DDDM application addressed by this study. Apart from this, the focus group conference and in-depth interview of the qualitative research are applied to carry out suggestion integration and analysis for participated and interviewed principals.
