摘要 長期以來,中日與中印在安全領域始終互不信任,並且以實力相互威脅,此種形勢呈現的是現實主義指出的安全困境,也就是各方都把對方基於防禦性動機的任何安全行動視為自身安全的損失,從而以強化自身實力予以因應。中國與日本、印度在安全領域的相互威脅形勢基本上也對台灣安全空間及政策選擇具有明顯影響,台灣安全政策制定者一直深信中日與中印安全困境有利於自身安全。但自冷戰結束以來,國際社會對以國家為中心的傳統安全概念逐漸產生新的認知,安全內涵呈現多元化,軍事安全不再完全居於核心因素,共同安全、相互安全與合作安全逐漸獲得國際社會認同。中國也在九○年末提出新安全觀,並希望以此作為改善與周邊國家安全關係,尤其是緩解安全困境的基礎。本計劃目的有三,一是探討中國從新安全觀出發的外交與安全政策在緩解中日與中印安全困境上的效用與侷限;二是探索傳統安全觀與新安全觀在作為理論典範上的解釋力及其限制,三是探討台灣應從事何種政策選擇才能使自身獲得最大安全空間,並且把中國可能對我方的安全損害減至最低。本項計劃主要研究方法為國際體系結構研究法,包括:1.從新現實主義的權力概念來探討安全困境的發展與緩和前景,2.從建構主義強調的文化與觀念來評估中印日在改善安全困境上的認同難題,以及對利益認知與評估的影響及作用。次要研究法為歷史研究法、文獻研究法與實地訪談。本項計劃為兩年期,第一年執行的部分為:中日與中印安全困境形成的不同背景與因素,中共新安全觀的形成,以及在實踐緩和中日與中印安全困境上的效果與限制。第二年執行的部分是中日、中印安全困境下台灣與日本、印度的非正式安全互動與影響,國際社會安全觀變化對台灣的啟示,中國對日本與印度實踐新安全觀政策對台灣安全空間的影響,以及台灣處於兩種安全典範中的最佳安全政策選擇。預期本計劃將有助於強化兩岸安全理論與實務研究。
With respect to security there has long been mutual distrust between China and Japan and between China and India, which in turn has led to mutual intimidation. This outcome presents a security dilemma in the sense of realism, meaning each party interprets its opponent’s defense-motivated action as a loss of that party’s own security, and responds by reinforcing its power accordingly. This security dilemma between China and India and Japan has a significant implication for Taiwan’s security space and policy options. Taiwan political leaders always believe that Taiwan may benefit from this security dilemma. Yet since the end of Cold War international community has developed a new appreciation of security that used to be state-centered. Security is more pluralized and no longer dominated by military security. “Common security,” “general security” and “cooperative security” are increasingly accepted internationally. PRC proposed a “neo security concept” in 1990s as a justification to alleviate security dilemma and to improve relations with surrounding neighbors. There are 3 purposes of this study. The 1st is to examine effects and limitations of foreign and security policy based on neo security concept in reducing security dilemma between China and India and Japan. The 2nd is to investigate explaining power and of both conventional and new security concepts. The 3rd is to explore what policy option(s) Taiwan should choose to maximize its security latitude and minimize security threats posed by China. This study takes a system-structural approach primarily. It explores development and prospect of security dilemma. From a constructive point of view this study assesses identity frustration of China, Japan and India in their attempt to improve security dilemma. Secondarily, this study applies historical approach and field study. This study is divided into 2 yearly stages. The 1st year covers the background of Sino-Japanese and Sino-Indian security dilemma, formation of China’s neo security concept, and effects and frustration of efforts to alleviate this dilemma. The 2nd year investigation addresses interaction between Taiwan, Japan and India in this context of security dilemma, lessons for Taiwan drawn from evolution of international security conception, effects of China’s practices on Taiwan’s security space, and optimal security option(s) for Taiwan that situates between paradigms of conventional and neo security concept. This study is expected to contribute to cross-Strait security theorization as well as practical analysis.
