日澳自由貿易協定談判日期 2012 上傳時間 3-Dec-2012 11:31:47 (UTC+8) 摘要 進入21世紀後，隨著1999年舉行的西雅圖部長級會議的失敗，由世界貿易組織（World Trade Organization）主導的多邊貿易自由化體系遇到瓶頸，各國的貿易政策重心紛紛開始轉向雙邊關係和自由貿易協定（Free Trade Agreement）的簽訂。在此趨勢下，對過去曾為東亞經濟強國的日本來說，如何透過自由貿易協定，擺脫從90年代開始的長期低迷經濟便成為其重要政策目標。本文首先分析了在國際局勢的變化、東亞各國家的交互影響，以及日本國內本身的需求等因素導致出自由貿易協定在日本的對外經貿政策中日漸重要。其次，分析了日本在對外簽訂自由貿易協定時的考量、阻礙與影響決定的因素。最後，本文選擇以澳洲作為日本對外簽訂自由貿易協定之個案探討，希望以日澳自由貿易協定的談判作為現階段日本自由貿易協定策略的一個印證，並試圖對未來日本自由貿易協定策略做出一些個人評估。 98253010 zh_TW dc.description (描述) 101 zh_TW dc.description.abstract (摘要) 進入21世紀後，隨著1999年舉行的西雅圖部長級會議的失敗，由世界貿易組織（World Trade Organization）主導的多邊貿易自由化體系遇到瓶頸，各國的貿易政策重心紛紛開始轉向雙邊關係和自由貿易協定（Free Trade Agreement）的簽訂。在此趨勢下，對過去曾為東亞經濟強國的日本來說，如何透過自由貿易協定，擺脫從90年代開始的長期低迷經濟便成為其重要政策目標。本文首先分析了在國際局勢的變化、東亞各國家的交互影響，以及日本國內本身的需求等因素導致出自由貿易協定在日本的對外經貿政策中日漸重要。其次，分析了日本在對外簽訂自由貿易協定時的考量、阻礙與影響決定的因素。最後，本文選擇以澳洲作為日本對外簽訂自由貿易協定之個案探討，希望以日澳自由貿易協定的談判作為現階段日本自由貿易協定策略的一個印證，並試圖對未來日本自由貿易協定策略做出一些個人評估。
