摘要 中東地區的戰略位置與油源係該區於國際政治上之重要性所在，自二次世界戰後以色列建國，本區即紛爭不斷，以阿衝突因此成為世界關注焦點。敘利亞身為區域中型強權，論國力，不及埃及、伊朗與伊拉克等強國，論財力與油源，則不及沙烏地阿拉伯等產油國家，惟其地理位置所處，使之成為對以作戰之前線國家，承擔以國強大軍事優勢的主要壓力。
阿薩德自1970年取得敘利亞政權後，即以阿拉威族少數族裔身份建立獨裁統治，透過巴斯黨、政府與軍隊勢力鞏固權力基礎，直至2000年渠逝世前方將權力移轉予其次子巴夏爾。阿薩德深知儘管美國定會於以阿衝突中偏袒以國，但唯有美國方能限制以色列，對美政策因而構成敘國外交政策上之重要課題，尤其是冷戰結束後。
對美國而言，中東地區之和平穩定為其重要利益所在。冷戰時期，美國於該區之戰略目標在於阻止蘇聯滲透，冷戰結束後，以阿和平為美國在該區所推動之主要工作，美國深知，以阿和平在沒有敘利亞參與下是永遠無法達成的，此外，在恐怖主義、反武擴等議題上，敘國亦是美國所關切之重要目標。
地理位置讓以色列成為敘國生存與軍事壓力的主要來源，阿薩德則利用外交政策與國際局勢之調整，爭取其他阿拉伯國家支援，並利用在以阿和平的關鍵地位上，改善對美關係，以維持敘國生存並追求國家利益。
本文將分析敘國之意識型態、政治結構、地理位置以及阿薩德之理性決策在因應國際體系之轉變、區域衝突與「以阿和平」等事件中，對美政策之沿革與如何影響美敘關係之發展。
