摘要 本論文以經濟、軍事及政治力作為探討美中實力消長變項要素。研究發現，中國在經濟、軍事及政治實力三個面向均顯示上升的趨勢，而經濟實力的大幅提昇成為軍事及政治實力上升的最重要因素，美國雖在三方面仍維持絕對領先的地位，但隨著時間的推移，美中兩國在各方面的差距正逐漸縮小，意即兩國確實發生實力消長的現象。
     自1990年代起，美國亞太策略隨著中國實力上升的速度越來越積極。從柯林頓政府採取的「新太平洋共同體」策略；到小布希政府採取「聯友制中」政策到歐巴馬政府第一任期採取亞洲「再平衡」的戰略，隱含的是美國至少透過經濟、軍事及政治三方面制約中國大陸的快速崛起。
     不僅美國調整其亞太政策，其對中國的定位亦在不斷的調整。美國的中國政策自柯林頓時代的戰略性夥伴關係，到小布希第一任時期的戰略競爭對手，轉變至第二任時期的建設性合作關係，延續到歐巴馬總統的新夥伴關係，美國逐漸定位中國大陸為負責任的利益相關者、全球經濟領袖以及經濟戰略對話機制的夥伴。
     另中國隨著實力的上升，增加了在國際舞台上外交的能力，但國際環境仍未完全對中國的發展有利，因此它不僅一方面要表現出與其實力相符的政策，另一方面其實力上升仍尚未達到與美國相比的地位時，也要避免國際環境朝不利其持續發展的方向演進。
     隨着美中兩國實力差距日益縮小，猜忌與競爭上升，中國的崛起將使美中關係更趨緊張，而不是使雙邊關係得到緩和，雙邊存在衝突的可能性升高，但雙方也會認為現階段避免衝突，保持穩定和平的大環境，才是最符合兩國利益的最佳戰略。

dc.description.abstract (摘要) 本論文以經濟、軍事及政治力作為探討美中實力消長變項要素。研究發現，中國在經濟、軍事及政治實力三個面向均顯示上升的趨勢，而經濟實力的大幅提昇成為軍事及政治實力上升的最重要因素，美國雖在三方面仍維持絕對領先的地位，但隨著時間的推移，美中兩國在各方面的差距正逐漸縮小，意即兩國確實發生實力消長的現象。
     自1990年代起，美國亞太策略隨著中國實力上升的速度越來越積極。從柯林頓政府採取的「新太平洋共同體」策略；到小布希政府採取「聯友制中」政策到歐巴馬政府第一任期採取亞洲「再平衡」的戰略，隱含的是美國至少透過經濟、軍事及政治三方面制約中國大陸的快速崛起。
     不僅美國調整其亞太政策，其對中國的定位亦在不斷的調整。美國的中國政策自柯林頓時代的戰略性夥伴關係，到小布希第一任時期的戰略競爭對手，轉變至第二任時期的建設性合作關係，延續到歐巴馬總統的新夥伴關係，美國逐漸定位中國大陸為負責任的利益相關者、全球經濟領袖以及經濟戰略對話機制的夥伴。
     另中國隨著實力的上升，增加了在國際舞台上外交的能力，但國際環境仍未完全對中國的發展有利，因此它不僅一方面要表現出與其實力相符的政策，另一方面其實力上升仍尚未達到與美國相比的地位時，也要避免國際環境朝不利其持續發展的方向演進。
     隨着美中兩國實力差距日益縮小，猜忌與競爭上升，中國的崛起將使美中關係更趨緊張，而不是使雙邊關係得到緩和，雙邊存在衝突的可能性升高，但雙方也會認為現階段避免衝突，保持穩定和平的大環境，才是最符合兩國利益的最佳戰略。		zh_TW
