題名 高等教育之政府補助政策研究
The research of public funding for higher education

摘要 我國現面臨政府財政困難之問題，高等教育補助政策勢必將被討論，然我國高等教育政策受限於各方利益團體壓力，改革方案常受到扭曲，本論文期望經由比較分析我國、美國、瑞典、英國、日本之高等教育政策及財政數據，納他國成功經驗為己用，對我國高等教育提出整體政策建議。
研究結果發現，我國政府高等教育補助規模：1. 與租稅負擔率呈負相關，不符合正常預期；2. 與高等教育需求度呈正相關，雖符合預期，但可能出現補助成長跟不上就學率攀升速度之情形；3. 與高等教育補助依賴度為負相關，不符期待，可能亦有補助成長速度不足之問題；4. 與學費佔人均GDP比屬負相關，符合預期。
另外相較其他四國，雖然我國高等教育政府補助佔GDP比約位於五國中間值，但卻有低租稅負擔率、整體教育助偏低、政府教育補助難僅用稅收支應、高升學率、高等教育部門補助依賴度過高、低學費之情形。
