摘要 中華人民共和國政府自1949年成立以來進行了近30年的集體經濟制度，但是自1978年起最高領導人鄧小平開始推行「改革開放政策」，試圖以「帶有中國特色的社會主義」經濟制度取代原本的集體經濟制度。在此基礎上，鄧小平在1986年做出決策，正式申請為中國恢復其關稅暨貿易總協定（GATT）的會員國地位。在1986年至1988年間，相關的申請程序似乎一切順利，中國復關指日可待；然而1989年的「六四事件」卻使中國的申請復關程序分別在國內外方面面臨到新的困難，一直到1995年世界貿易組織（WTO）正式取代關稅暨貿易總協定（GATT）之前，中國都無法恢復其關稅暨貿易總協定（GATT）的會員國地位。1995年至1997年中美關係陷入低潮，嚴重打擊了中美針對中國加入WTO的談判議程，不過1997年至1998年中美領導人江澤民與柯林頓刻意營造有利於中美談判的和諧環境，使江澤民開始積極利用其最高領導人的決策影響力推動中美談判，終於在1999年中美順利完成談判，中國並在2001年正式成為WTO會員。
本論文研究著重於中國加入GATT/WTO的談判決策的國內層次因素，並利用許志嘉提出的官僚組織決策模式、領導集體決策模式與領袖主導決策模式分別探討官僚系統、領導高層與最高領導人在中國對外經濟決策議題方面的決策影響力。本論文認為雖然中國在經濟決策議題方面逐漸受到「分散化威權主義」（fragmented authoritarianism）的影響而使得最高領導人與領導高層必須要與專業官僚部門分享決策權力，因而拖累了中國對外經濟決策效率，但是一旦最高領導人介入對外經濟決策議題，他可利用多種政治手段贏得大多數領導高層與官僚單位的支持，進而實現其政策偏好。
