| dc.description.abstract (摘要) | 當人權保障正以全球化(globalization)的方式在國際間積極進行之際，台灣雖已進入自由民主國家之列，惟因歷次修憲偏重於政府體制的增修，除了基本國策部分條款外，對於憲法人權條款並未多所著墨；相較於國際社會中許多國家不斷調整其人民權利保障的清單，顯得我國人權保障之不足。尤其政府行政部門與人民權益關係最爲密切，因此，若能訂定出具體人權指標並定期做出執行評估，確能有效衡量人權政策內容是否具體落實，積極建構一套符合大家期待的人權保障體系實乃必要。本文以國際上具公信力之非政府人權組織「自由之家」(Freedom House)人權指標內容與評比方式做爲分析基礎，再探討我國政府部門如何逐步建立人權指標內涵與執行評估模式，期望透過國際化與本土化的聯結方式，提出一套適用於我國政府的人權指標體系，及具體可操作的執行評估模式，做爲我國在發展人權保障體系的重要參考。 | en_US |
| dc.description.abstract (摘要) | The human rights protection is actively practiced in the international society as a result of globalization. In the meantime, Taiwan has been ranked as one of the liberal democracies. During the past decades, Taiwan went through several constitutional amendments, emphasizing more on reforms of government structure than on contents of human rights. In comparison with many other countries that continuously renew their bills of human rights, Taiwan`s protection of human rights obviously lags behind in this respect. As the operation of government is closely linked to human rights and people`s interests, it`s necessary to formulate a concrete system of human rights indicators and evaluation, in order to evaluate regularly if policies of human rights protection are fully implemented, and to assess the achievements in building a satisfactory system of human rights protection. The article bases its analysis on existing system of human rights indicators and evaluation, which are constructed by Freedom House and widely accepted as one of the most authoritative NGOs working in the field of human rights. Having combined global experiences and local adaptation, the author wishes to answer how the government can gradually formulate a viable system of human rights indicators and evaluation, with the aim to establish a comprehensive system of human rights indicators, and a fully practicable system for regular government evaluation. A system as such will serve as an important benchmark for the development of human rights protection systems in Taiwan. | en_US |
