| dc.description.abstract (摘要) | 我國檔案法已於民國八十八年十二月十五日由總統令頒佈，全文共三十條，其中第十七條規定：「申請閱覽抄錄或複製檔案，應以書面敘明理由為之，各機關非有法律依據不得拒絕」；第廿二條規定：「國家檔案至遲應於三十年內開放應用，其有特殊情形者，得經立法院同意，延長期限」。因之，檔案需依法開放公眾使用。現階段各政府機關檔案開放應用程度不同，大都僅供機關內部檢調，甚少開放民眾使用，為滿足人民知的權利，應積極參酌先進國家已制訂之相關規範，研訂國家檔案開放應用辦法，以促進國家施政之公開透明。本研究計畫主題乃因應我國檔案法施行後，明訂檔案需依法開放應用制訂相關使用之管理辦法。 | en_US |

According to the regulation, the holdings of official archives must be open to publics to access during 30 years.
